However, island tourism depends heavily on island’s limited resources. The basis for the survival and development of an island is made possible by the making use of the sustainable local resources. 1.12 Significance of problems In the pursuit of sustainable Island development, many efforts have been put in place in order to put forward an appropriate planning model of island tourism. This is in line in solving problems form Island’s over expanding problems. It is believed that to achieve sustainability integrated planning actions and cooperation is essential at all levels. 1.13 What factors should be focus more to solve problem? This paper demonstrate the key factors that affect the successful ecotourism policy implementation in Koh Samui, Thailand a small island near Koh Mudsum, one of the most popular destinations for tourists around the world located in the southern region of Thailand. It shows how public participation helps to create the population’s commitment and guidance to sustainable implementation that is of utmost importance in the development process and transformation of the islands where the natural resource is extremely limited. 1.2 Research Questions 1. What are the management factors that affect the successful ecotourism policy implementation in Koh Samui, Thailand? 2. What demonstrates the organizational performance in the Thai public sector and in particular Koh Samui? 1.3 Research Objectives 2. This study was concerned mainly in the evaluation of major casual relationships among knowledge management factors, intellectual capital factors and organizational management in the Thai public sector. 3. Also it was to recommend policy implementation for enhancing effectiveness of knowledge management in ecotourism policy 1.4 Scope of the study The study will be limited in the evaluation of the key factors that affect the successful ecotourism policy implementation in Koh Samui, Thailand 1.5 Limitation There might not be enough resources to carry out the study as it involves a lot of travelling to gather the required information in the island. The materials in question are the financial resource in allowances for the facilitations of the research. Also the local people and the heads of the local government might be unwilling to assist in the study. This might be because of the different language spoken by the researcher and the local language. There might be language barrier. The researcher might have some difficulties with the secondary data sources. Accessing some secondary data, particularly government documents, is difficult as permission is always needed and this can take a long time. Other archives, such as those providing journal articles and old newspapers, are not completely reliable. All these form limitation in the study at Koh Samui. 1.7 Benefits of the study 1.7: 1The contributions of this study This research aims to contribute, according to key findings, some knowledge that is applicable for implementing ecotourism development in the local community. The main major contribution of the study being to public policy. This is of specific concern for the debates outlined within this study. The dissertation concludes with policy proposals as to an appropriate approach to tourism and local development in the historic town of Koh Samui. 1.7: 2 Benefits of the study results The adapted versions of this model might also prove useful to communities in other parts of Thailand. Chapter 2. 2.0 Review of literature The researcher went over a number of literature and studies relevant to the present study in different public and private libraries. 2.3 Research finding According to previous research by KONISRANUKUL and TUAYCHAROEN, the specific plan of Koh Samui within its extremely limited resource, should offer guideline to develop the island as an attractive tourism destination and to create community well being whilst remains beautiful scenery and natural resource. 3.4 Conceptual framework 2.4:1 Key concepts used in this study This research is focused on the needs of a local community and it is based on local community development on tourism .As discussed in more detail in chapter two which will examine the concept of local and community-based tourism, this research focuses on debates and discussions about community involvement and participation. The starting position of the researcher is that the development of tourism in local communities should be handled through the involvement and participation of all concerned stakeholders and with planning decisions adopted at a local level. Consequently, the concept of balancing costs and benefits such as those between the positive and negative impacts of tourism development is also illustrated and discussed in the research. Chapter 3. Research Methodology Overview of the research methods 3.1.1 Documentary research The methodology used for this research is based upon qualitative and quantitative research. The choice of qualitative methods as the key form of data collection for this study grew out of discussions between the researcher and his supervisor concerning the type of information needed for a study that aims to investigate the views of local people. The discussion focused heavily on which method (qualitative and quantitative could possibly generate the in-depth information required to achieve the research objective. The discussion also compared the advantages and disadvantages of the two approaches and the limitation of using quantitative method such as questionnaires for data collection. 3.1.2Talk about your observation I have learnt from my initial investigation in Koh Samui that quantitative questionnaires distributed to residents have a low rate of return. Relatively, I have also learnt that direct conversation in the form of questions and answers rather than a formal questionnaire is a way in which local residents were generally more willing to provide in-depth information about their community. Consequently, I will select a qualitative method using in-depth interviews as the key method for data collection, combined with site observation. 3.1.3 Focus group Focus groups are another method that I will use as a researcher. This has been considered as one of the best methods to help me was considered to be one of the best ways to help them gain in-depth information from local residents. 3.1.4 In-depth Interview It could be argued that research that uses a single method of qualitative data collection might not be able to gather sufficient reliable and valid data. Relatively a multi-method approach enables researchers to corroborate data from several sources to help to reduce any biases. In this regard , this research has used three methods to collect data. These are the analysis of documents and other secondary sources, interviews and site observations. The aim of using all three methods is to create data from different sources and different informants. Each interview question is designed and developed according to the objectives of the research. As this research will use in-depth interviews with unstructured questions as the main method of data collection, interview questions are designed and developed relating to issues about tourism and local development. The questions will also be discussed with the researcher’s Ph.D. supervisors before any interviews are conducted. Chapter 4. Data Collection The evaluation methodology will be applied by implementing procedures designed to address the research questions and achieve the purpose of this study. The participants will be the public around Koh Samui Island, Thailand. The research will invite the local people to participate in the study and this will incorporate surveys of the local through interviews. This will finally identify the area of concern , belief or attitudes regarding the key factors that affect the successful ecotourism policy implementation in Koh Samui, Thailand . Appropriate tables, charts, and figures will be included in the final report along with narrative interview data obtained from the local people. Chapter 5. Data Analysis Gathering data from secondary sources, for instance, government documents and reports, local newspapers, magazines and conference papers, is very useful in order to gain an understanding of the research context and to form an understanding of issues relating to the case study site. Information about the changes that have taken place in Koh Samui during the last three decades will be very helpful for gaining an insight into the issues and debates currently affecting ecotourism in the Island. Government reports, statistics and journal articles about the way in which residents of Koh Samui perceive these changes will help in the formulation of the research framework.
