This is a question of people’s anatomy, physiology, and structure of the body. If we consider some specific conditions, like when somebody is having a stroke, we know there would be some changes that would differ from the ‘normal’ body behavior. Like, after having a stroke, people often lose control of their limbs, etc. So it would be correct to dress the ‘bad’ side first and undress it last. This is the way you won’t pull the muscles in the direction they won’t go.
If a person has a fracture, the movement must be gentle and careful, and the right procedure must be followed to reduce any complications to the fracture.
