Reducing crime rate in Darwin Institution Name Date Reducing crime rate in Darwin- Northern Territory of Australia Summary In the cities of Australia, Darwin takes a lead in crime rate (Department of the Attorney general and justice, 2017). For this reason as a social am coming up with a plan for the project that will target the young people and help them get engaged in more constructive activities and put them away from crime. This is because over 80% of the crimes are committed by the young people of the age between 12 and 28 years old (Department of the Attorney general and justice, 2017). By working with the young people grow with morals and virtues viewing crime negatively is a long term solution to crime rate in Darwin. Aims of the Project 1. To engage young people in Darwin in the fight to reduce crime in the city. 2. To bring the young people together and provide them with skills for alternative legal lifestyle that deters them from taking part in criminal activities. 3. To instill the virtue of humanity among the young people and the entire society to live with morals and giving the required value to the human life. 4. To bring the young people in Darwin together in order to identify various talents and help them in nurturing the talents. 5. Eliminate the stereotypic mentality among the adults that youth are people who can rarely do a positive thing by bridging the gap between the two groups through the activities that they will be taking part in as per this project. 6. To sensitize the young people of the City of Darwin to have a sense of ownership of the city and this will make them avoid crime and take part in fighting crime. 7. To make the Northern Territory the best place for human social growth because it is the place that experiences an endless summer and everyone wants to be there (Hunter, & Binyamin, 2012). The Need for the Project Serious steps need to be taken in the fight against crime in Darwin because there is a relatively high rate of crime in this city than any other city in Australia (Department of the Attorney general and justice, 2017). As a social worker, this project is the most dependable tool that will be used in exercising the intervention so that the aims stated above are achieved. Darwin and the entire Northern Territory has the least unemployment rate and for this reason, the crime rate has led to a high level of property loss and this generally retards the development rate of the city (Department of the Attorney general and justice, 2017). City of Darwin experiences summer for over three quarters of the year and this attracts many people to this area (Hunter, & Binyamin, 2012). This boosts its economic and social growth and therefore crime rate is a contamination for this good place. Eradication or reduction of the crime rate is required through this project so that the city moves from a good to a better place for human life. The reports from this project will highly help in communicating the actual state of the crime rate in the Northern Territory because from the look of things, media has overstated the rate and people have what we can term as a misperception about crime rate in this region (Department of the Attorney general and justice, 2017). Reality has to come out clearly for people to consume fine and accurate information so that best approach is collectively formulated to eliminate this problem especially violence, robbery with violence and sexual violence. These three forms of crime are the most common in the area and the scary part of it is that it even involves the police who are expected to keep law and order as well as the statistics (Department of the Attorney general and justice, 2017). The project is really needed and meeting its aims will leave Darwin a different city with a high level of social justice. The Community Work Approach/Model To reduce the crime rate in Darwin and the surrounding, the appropriate approach is the Locality development. This will involve the institutions where the young people are easily found (Rothman, 1995). This means different institutions at varying levels have to join hands to make the project successful. Just like according to the System Theory action has to be initiated by a parent at home which is a small group, teachers at school, religious leaders, youth and women groups, the administration and the non-governmental organizations (Stringer & Ernest,2007). Through all these agencies, young people will be accessed through the interconnections in the ecology. In this approach, the first people to be found will be the adults and the youth who are not in crime who will voluntarily be used to develop a network that will in turn bring the young ones who are targeted on board. The model empowers the society from above. It is assumed that the adults are the parents or neighbors of the young people who take part in the criminal activities and therefore they are the only direct medium that can send the message down to them. The coordination of this community based program, the school programs will be successful if the parents ensure the targeted young people are made available to these programs. It is from these adults that the ideas of how the youth in the society has to be handled so that they do not take part in the criminal offences will be borrowed from (Rothman, 1995). This is because they have the experience and to a higher extend the resources. This will leave the young people in the city of Darwin fully empowered and responsible. Objectives of the Project 1. To bring all the young people in Darwin on board through the community based initiatives and the government and non-governmental agencies to foster a collective responsibility in the fight against crime. 2. To empower the young people in the City of Darwin to keep off criminal offences so that in the long run the crime rate is reduced in the region. 3. To permanently solve the problem of crime by having a fully empowered society from top to bottom with self-help initiatives and super survival economic skills. 4. To ensure that the young people’s talents are identified and utilized to make them use self-reliant (Kenny, 2007). The project’s Strategies and Activities 1. The parties targeted to take part in any given project need to be informed about the development project (Stringer & Ernest,2007). In the first 3 months, it is important that there is massive advertisement of this project on print media, electronic media and the social media. The social media will be majorly relied on to get the targeted young people. 2. Areas that do not have safety committees to have them and the large committees to be sub-divided into smaller ones so that efficiency in fighting crime is achieved. 3. The young people will be trained on the importance of serving the society by doing the right things like reaching and helping women and the elderly people who live in isolation because these groups have been the major victims of criminal offences in form of sexual violence and robbery with violence (Department of the Attorney general and justice, 2017).. This is by working with the concerned initiatives like the women safety initiative. 4. The city residents and the new comers will be exposed to the way of seeking attention of the concerned authorities in case they become victims of a criminal act or if they witness any. A hotline cost free number will be provided for alerting purposes. 5. Telephones are not 100% reliable on urgent issues like crime in this case. To back up the hotline number, security alarms will be donated to the groups of people that are prone to being victims of crime. 6. To reduce, the number of youths being recruited in the criminal groups, it shall be ensured that the young people are occupied with life skills programs after school and during holidays. This will include talent identification and nurturing. 7. Work with the police forces to propose an urban plan with street lighting that ensures everybody’s and property’s security and safety. The police also have accurate data for the crimes, age and gender of the people involved (Department of the Attorney general and justice, 2017). Evaluation With the strategies and activities mentioned above being put in to practicality, involvement of young people in crime is expected to drop to zero (0) percent. In this project we look forward to acquiring a permanent solution to the crime rate problem. That is why as much as I will work with other groups of people in the society, the young people are the main target because they mark the current status of the society and the future (Cortes, Friebel, & Maldonado, n.d.). Wellbeing of the young people in Darwin is the wellbeing of the future of the city. With the locality Development approach, programs will be put in place to ensure the young people who are already practicing criminal activities are arrested and they are not put in to a jail sentence but they are put into rehabilitation centers where there are training programs to give them skills for a different and acceptable lifestyle that adheres to morals and humanity. The younger school boys and girls are uncalculated in to the program at an early age so that so that they cannot be potential criminals (Rothman, 1995). This way criminal rate is reduced from both directions. The few who get trained and their talents get discovered especially in art, are to be used to pass the message to the rest of the society. Those who can sing can sing songs or/and poems will be given all they require to compose items that send a messages of war against crime. Curving and printings of slogans will help both in sending the message and attracting more youths to the program (Stringer & Ernest,2007). The other strategies and activities are equally important and serve as stepping stones for the youth empowerment and training to succeed especially the short term activities like provision of the hotline and donation of the security alert alarms for the people who are at a higher risk of being victims of crime. Therefore, putting all the strategies together marks the highest level of success of the project because the strategies are different but they all converge towards reducing crime rate given that all parties including the government agencies and the police forces co-operate. This will include a serious fight against the possible causes of crime rate like alcoholism and other forms of drug abuse, crime oriented social media discussions and youth groups. Budget Reducing crime rate by a whole number percentage cannot happen overnight. This is a task that requires time and other resources channeled to it. The budget has to be funded by both the external sources of funds and the internally generated fund. The budget for this project is need-based because it aims at young peoples’ empowerment in order to fully involve them in reducing crime rate (Kenny, (2007). This project has no ability to generate internal funds at its initial stage. For this reason, for the project to start off, funds from the government funds will be fully relied on. The quick Response grants for young people will be preferable because through it there is accessibility to funds throughout the year with a maximum of $200,000 for the organization (2017). This will require a one month publicity of the project. It will therefore be required that advertisement is made on both electronic, print media and face to face mobilization. This will facilitate the targeted stakeholders in the war against crime rate to come on board. For this reason all countries that have supper huge economies like Japan, China and America will be more than willing to channel resources towards this project. The reduction of the crime rate puts their businesses and citizens who live overseas in safe and secure environment. The United Nations has always wanted the whole world to be crime free so that human beings and all other creature live well. Therefore the UN is among the potential source of funds for this project. Australian government also has a slot in its budget for security (Chaskin,2009). The external potential fund sources are treated as followers in this project and Australia itself is the taken as the leader so that to show a gesture of making its economy safe and attractive for foreign trade and investments. There are those business people who really care about their businesses and have the potential of mobilizing the resources among themselves and chip in to make this project a realized dream. The project can then sustain itself by selling the artifacts to the public locally and even internationally basing on the fineness in creativity. It is the interest of the city to reduce crime rate and for this reason the T-shirts with printings and carvings that discourage crime will be purchased in volumes and this will earn the project funds to go ahead with the programs. Project Time Line The crime rate is usually on its peak during the school holidays and the festive seasons. This is the right time for making the publicity of the project because everybody will be feeling the pinch of the insecurity and will give maximum attention to anything that sounds like a solution to crime rate. The Project is nonprofit making therefore it cannot be financed by a financial institution on loan basis because there are no cash inflows and it only relies on well-wishers. 2. The project has got no sure and reliable source of funds to finance its activities so it is bound to collapsing if none of the potential sources accepts to donate the funds. 3. The objectives target the Youths but they come as a third party because they are not approached directly but through the adults and organizations. It is therefore prone to missing the target. 4.
