The Federal Family Support Act of 1988 forced each state to implement job training education and job placement programs for the welfare recipients. However, the initiative proved not to be successful since the states did not have money for funding. In 1993, only one out of every five eligible recipients was in a training program. In 2003, President Bush proposed some major changes to the welfare reform law. Under the proposal, welfare recipients would work for forty hours per week in a program or at a job designed to help them achieve independence.

The initiative, coupled with a medical proposal that would give grants to the states for managing health services for the indigent persons, faced uncertain response in Congress (Kornai, pp. 26).
