There also focuses on issues and controversies which surround social welfare programs (Dinitto,2010). In August 1996 President Bill Clinton signed the Welfare Reform Act. The law directed that each state legislature was to come up with a new federal plan that met the new criteria. Under the law, federal funds could only provide five years of aid to one family. During the 1970s, the welfare reform advocates promoted the theory of workfare which by the 1980s had emerged as the future of welfare reform.

In 1981, President Ronald came into office as a harsh critic. He secured cuts in spending including reduction of benefits to the working recipients of public assistance(Dinitto, 2010). The states were also given an option of making sure that the majority of recipients participate in workfare programs. Poverty is defined in six different ways, lack of human capital, inequality, deprivation, culture, structure or exploitation During the 1980s, forty states developed welfare to work programs that provided education and training.

The Federal Family Support Act of 1988 forced each state to implement job training education and job placement programs for the welfare recipients. However, the initiative proved not to be successful since the states did not have money for funding. In 1993, only one out of every five eligible recipients was in a training program. In 2003, President Bush proposed some major changes to the welfare reform law. Under the proposal, welfare recipients would work for forty hours per week in a program or at a job designed to help them achieve independence.

The initiative, coupled with a medical proposal that would give grants to the states for managing health services for the indigent persons, faced uncertain response in Congress (Kornai, pp. 26). Many changes have been made under the Welfare Reform Act 2012 which set out the future restructuring of the whole working age benefits system. Employment
