This can be explained by the following reason. To begin with, from history, it is known that the organization of the British parliament has heavily influenced the young American politicians. Moreover, having two chambers does not allow power be concentrated in one body. Lastly, the first Constitutional Convention consisted of small colonies which desired equal representation and big colonies which desired privilege based on their population. So, a compromise was reached in a bicameral Congress.

A congressional term is two years, divided into two sessions, one year each. The Congress is comprised of 535 people. There are 435 in House of Representatives and 100 in Senate (“Elections”, n.d.). So, the Congress is basically one third of the federal government; its responsibility to make laws. Moreover, the Senate is one third of the legal element of the political world. People in congress receive a good salary: it is amounts to 174,000 dollars per year (Pye, 2014). There are many non salary compensations: free transportation, claiming two primary residences and many other.

The five jobs of congressmen are: coining money, establishing laws, laying taxes and duties, declaring war, regulating commerce. The House of Representatives is thought to be the younger branch of the Congress. The seats in it are divided according to the population of the states. So, California, a rather populated state, enjoys a big number of representatives. If there had not been such distribution, issues of each could not be dealt with properly. There are 435 representatives in the House who serve a term of two years.

So, the turnover is relatively high: one President might witness two different representatives in the course of one term. Formal qualifications for a representative are the following: being an American citizen, at least twenty five years old, living in the state to be represented.
