It is doubtful if issuing marriage licenses will discourage people from opting for quick divorces. Marriage licenses might merely serve to increase the numbers of men and women living together as couples even though they remain unmarried.

This means that there could be more illegitimate children born due to the increase of such unions. Divorce, which has peaked, and has gone down. What should we prefer? Fewer marriages? Fewer divorces and more unhappily married couples, and families?According to Warner (2004), the divorce rate has decreased by 2% since the early 80s. Moreover, David Popenoe, the co-director of the National Marriage Project stresses that married couples today tend to experience more marital conflict, and work-related stress (Warner, 2004).

The option of fewer marriages is preferable to that of remaining in unhappy marriages. There are circumstances where the partners entering the marriage are not essentially equal. For example, the women from Madagascar who went in pursuit of French husbands a decade ago entered unequal relationships. A local French woman even revealed that such women are often subjected to wife-beating (Burley, 2004). When children are born into such unions, they actually suffer than they would if they were living with a single caring parent (Pedro-Carroll, 2010).

In addition, today, there are courts that actually deny parents from divorcing unless their children first undergo counseling (Kilborn, 2004). Such factors can help in easing the children of divorcing couples through the emotionally painful process.
