Agency Staff Profile Behavioural Health Services (BHS) staff team consists of 11 executive positions and 11 board members; both COO and CEO staff members holding their Masters of Social Work and are affiliated with Social Work Organizations. Redgate Memorial Recovery Center staffing includes certifies drug and alcohol counsellors, administrative positions, medical staff, nursing, interns/volunteers, and cooking staff. The residential treatment program includes Drug & Alcohol certified counsellors (Hall, Amodeo, Shaffer and Joni, 2000).

Program Background and Activities RMRC has implemented on-site vocational services to help clients expand their employable skills. The vocational services were designed to help the clients already being served in the residential treatment program at RMRC who are willing to access services as part of their treatment plan through the use of staff available to monitor and assist client’s with job search, job maintenance, and job experiences. The services will also include clients being referred to various jobs for skill building and training.

This would be a structured 12 –week session where the individual would attend a 90- minute session once a week to educate on job skills and job training (Higate, Hughes and Lart, 2006). . The other aspect of unemployment among recovering adults is explained by a lack of skills or proper training that leaves them unqualified as well as lacking in experience thus making it difficult to access jobs. In order to treat substance abuse adults, it is necessary to give close attention to the aspirations along with job-related skills of a recovering person; and at the same time consider the job opportunities obtainable by them.

Need Assessment Substance abuse recovery centres are constantly faced with a shortage in funding which in turn affects their ability to access effective treatments and avail continuous support for their patients. On the other hand, public recovery centers that do get proper funding access it through private health centers or individual donors. This does improve their access to proper treatments; however, the issue of bureaucracy arises, and this leaves the staff frustrated. This is evidenced by a study undertaken in California County where managed care, through private health centers, was introduced with more funding being the direct implication.

The staff interviewed revealed that they were satisfied with the move as they were able to avail treatment equitably to their clients. In addition, managed care facilitated greater accountability among the staff as the introduction of managed care also implied by the administration of health care delivery. Research Design An evaluation research design is a systematic procedure for defining the relative effect of individual platform components, component groupings, or the whole platform, on the targeted persons or groups.

There are four basic evaluation designs. These are posttest-only, static group comparison, experimental and pretest-posttest.
