The integration between Karabakh and Azerbaijan did not last since, in the late 1980s the Armenian state commenced to question the autonomy2. The local assembly in Karabakh made efforts to the connection support the integration of Nagorno-Karabakh with Armenia, although the notion changed to support the Azerbaijan side. There were a series of anti Armenian riots which indicated the beginning of war and conflict between the states. Both regions claiming the territory are eyeing the benefits to come from oil pipeline, which is to, pass on the karabakh area.

Transcend and transform approach to the conflict in Nagorno Karabakh This notion of conflict resolution is an inspiration from the medical procedure to health. It concentrates on the aspects of diagnosis, prognosis plus therapy3. The concept allows a dialogue between and among parties in order to identify the conflict in consideration of parties’ goals, and the need to perform an exploration of legitimacy of goals in relation to law. Human rights plus basic needs becomes a fundamental consideration in the application of this theory.

The dialogue considers all parties in the conflict, each party providing a proposal that does not necessarily favor one side, but that which takes into consideration the goals of each side4. The transcend approach incorporates a view of the goals plus obstacles of peace to a prevailing situation and determines appropriate actions to take in the resolution of conflict. In diagnosing this conflict, it seems that both states have their fears, for example, the Armenians fear the recurrence of their extinction as was evident in 1915 genocide with the Turkish5.

The Armenian side may have the benefits that emanate from an oil pipeline in the Karabakh area. There is a belief that the British plus Ottoman policies made an improper decision when they connected Karabakh and Azerbaijan state. The Azerbaijan state holds that its division from Nagorno Karabakh would be a breach of their freedom. The conflict is likely to worsen if the Azerbaijan state provides a form of military resistance. Since the Armenian forces are controlling the part in question, the provision of retaliatory forces to the region can accelerate war leading to undesired effects such as death and property loss6.

The conflict can lead to various environmental impacts if it results to prolonged war. Both states can suffer economic problems due to the effects associated with war. Russia plus the USA do not acknowledge the sovereignty of the region hence; it has been vulnerable to political instability. In order to resolve this conflict in an amicable manner, parties from both countries in conflict and countries in support of peace talks should join and discuss matters that concern the interests of all7.

Both parties should present their ideas and views. A human rights body should be present to aid the peace process by providing discourses that concern human rights, and fundamental procedures that support ceasefire in the region. Actions such as removal of forces from the region should work with the help of a human rights commission8. If, the parties fail to agree on which state to have ownership of the region, then the parties should find ways of dividing the area between the warring states to enhance peace and satisfaction of both states.
