Introduction According to the Webster’s dictionary (1995), a festival is a joyful celebration, occasion or a local season of entertainment, often annual, when cultural works are produced. Every festival is usually organized for a particular or a range of objectives which could either for tourism, recreation, development, religious basis and so many other motives. The Nobby’s Beach Family Vacation is a festival which is going to come up annually at Nobby’s beach with the maiden edition coming up in the summer year. This festival would seek to achieve the following: Enhance Destination Image: This would be achieved by arranging tents at various locations for the families that are going to attend. The tents that would be used would be blue, red and white and would be laid out in such a way that it would represent the Australian flag in aerial view. Increase domestic tourism: In 1941, Werner cited that tourism is the sum of the phenomena and relationships arising from the travel and stay of non-residents, insofar as they do not lead to permanent residence and are not connected with any earning activity (Werner, H. and Werner, K., 1941). In 1976 the Tourism Society of England defined it as "Tourism is the temporary, short-term movement of people to destination outside the places where they normally live and work and their activities during the stay at each destination. The Nobby’s beach family vacation looks to create an avenue for families to spend time together at the same time have fun. This objective will definitely be achieved because this festival comes up at a time when most if not every member of the family is on holiday. Contribution to Local community development: According to Odunze, (1991), the family is the first community in every society. The need is to develop the family therefore cannot be overemphasized as the development of the family will enhance the development of the entire community. The Nobby’s family vacation is a festival which has the objective of developing the entire community by starting from its root; the family. Because of the timing and the nature of this event, Newcastle city will be a centre of attraction during this period. This event does not seek to only promote tourism; it also seeks to foster unity in the society by starting with the most important unit of every society. Connectivity with local qualities of destination: Nobby's Beach is located on the Gold Coast and has pretty trustworthy surf offshore winds from the west. Groundswells and wind swells are similarly likely and this encourages surfing, which is one of the major events that will be taking place during this festival. Beach volleyball, which is also one of the intended events, is suitable because Nobby’s Beach holds one of Newcastle city’s Permanent Beach volleyball courts. 2. Newcastle City Newcastle is Australia's sixth most populated port city. it is located at 32.56 degree South and 151.46 degree East on the eastern seaboard of Australia (Surf Forecast, Nobby Beach, n.d.). This port of Necastle City is the largest coal-exporter of the world. From 1915 onward industrial revolution adds to the growth and development of city-Newcastle. Today this beach has become a modern hub for Australia and its tourism sector. Newcastle has achieved this popularity after the devastating earthquake of1989, which is remarkable in its own way (Surf Forecast, Nobby Beach, n.d). Newcastle enjoys a moderate climate. it has got an opposed climatic structure. from December to February the beach is warmer than the rest of the country, whereas and it has got mild winter-like atmosphere from June to August. These diversions are due to the cycle of annual rainfall (Maps of World-Australia, n.d.). Newcastle city boasts of so many tourist events like the Princess and Pirate Fancy Dress Treasure Day, Pets Day, Physical Funk Variety Day for Kids, NBN Family Fun Day and so many other events (International Students’ Experiences, n.d.). In fact, Newcastle is a city that would never gets tired of festivals. 3. Nobby’s Beach Family Vacation The Nobby’s Beach Family Vacation is a two day festival which will come up annually at the end of December. This festival will bring families from different parts of the country together to spend time together at the same time have fun. The target number of families for the maiden edition of this festival is 500 families and this target will be increased annually to meet up to the future expectations as this festival will, hopefully, soon be a world renown festival. Nobby’s Beach is a wonderful tourist spot. It was first described by Captain Cook in May 1770, as "a small clump of an island" that has evolved like a representative of the Hunter River. Nobby’s beach is just about five minutes’ walk from Newcastle City central station; for this reason, Nobbys was selected to be the venue of this important festival (Mattara Festivals and Events, n.d.). According to Choo (1996), it is important to take your family to public places of interest like, the zoo, airport, etc. Families all over Australia and subsequently the world have been selected as the target market of this festival for the following reasons; To develop family affection and oneness To give all family members a sense of belonging To appreciate the beauty of nature together To give members of the family opportunity to ask vital questions on important like marriage and sex. To give room for resolving family misunderstandings To help the family relax tensions, anxieties, worries and fears as they play and laugh together. 4. Description of Events Every festival has events that make them memorable. This festival will be no different; in fact, better since the whole family is together. The Nobbys beach family vacation will give each family present a time to remember. The festival will take place during the Christmas holiday from December 28th to 29th when every member of the family should be on break. During this festival, events like surfing and beach volleyball will take place in the daytime and a family barbeque at night. Registration will commence as early as August to allow the 500 families, 150 of which must be from Australia, to secure tents for their families. A tent will be provided for each family and these tents will be red, blue and white and will form the Australian flag in aerial view. Registered families will arrive on the first day at noon and secure their belongings in their tents. There shall be a music concert in the evening of that very day. Flood lights will be made available for the night events which include a bonfire, the family barbeque and Aboriginal cultural displays. After the night events, the family members will return to their tents to sleep. On the second day, families will be involved in surfing, beach volleyball, kiting and swimming. The whole festival is intended to come to an end on the second day by 4.00pm with a closing remark by the chairman of the organizing committee of the festival. 5. Stakeholders Mitchell (1997) classified investments made by the stakeholders are based on their power to influence over the market. These classifications are kept in mark before making the contracts with the stake holders. Even the legitimacy of each stakeholder depends on the relationship with the organisation. Added to which their urgency of claim on the organisation depends totally on the power to influence. Savage (Nix et al. 1991) had made some classifications of stakeholders, according to potential for threat and potential for cooperation towards the market and the respective organisation. Three main stakeholders that will be involved in the execution of this project are: Newcastle city council: The festival will take place at Nobbys beach which is located in Newcastle city, Australia and the permission has been granted by the Newcastle city council which has even provided $5,000.00 Australian dollars for the funding of this project. Australian Tourist Commission: This is the The Nobby Beach event is led by Australian Government Statutory Authority. The target is to promote of Australia as an international tourism destination (Newcastle, Library, n.d.). This authority reports directly to the Cabinet Minister with responsibility for tourism. The considerations made by this commission in accordance to what Fletcher, Guthrie et al. (2003) believed, is that there should be proper plans and estimations made for the contributions made by the stakeholders . the assessment has to be made on the basis of their values in the market and their Key Performance Areas KPA, with respect to the theme of the event. Families Australia: The concentration of the whole organisation of Nobby Beach is too facilitate the families from all over the world than to make any arrangements for the other kinds of groups. This is totally an event for the families in Australia and other countries of the world (Abor Dance, n.d.). Since this festival is family based, this organization will be fully involved in the planning and execution of this project. 6. Project Management Certain factors as highlighted by Okopie (2001), influence the reality of every conceptualized project; these factors are finance, effective publicity and risk management. Although the Newcastle city council has provided $5000.00, additional funds will still need to be raised. The companies like Coca Cola and McDonalds are coming forward to sponsor few of the stalls and are ready to give donation. In return their banners and flags were needed to be advertised in the coast. The tenders were also supposed to be received from Marks and Spenser and Wall Mart. The objective to which they are sticking at is to lay stalls in the beach. They are also inclined to take with hem some of the leading brands like Action and New Port. The budget seems to meet the need is everything goes well. As for now, the present budget is represented below: Nobbys Beach Family Vacation Organization Budget s/n Item Amount required ($ Australian) 1 Publicity 1350 2 Materials for tents 5200 3 Tents erection 5000 4 Flood lights 1200 5 Aboriginal dance troupe 1000 6 Bonfire 400 7 Security 450 8 Miscellaneous 500 Total $15000.00 Australian dollars. Joe Goldblatt in his Twenty-First Century Global Event Management (2007) emphasized the fact that the budget management is the vital part of any event, and when the event is at international basis the budget has to be in accordance to the profit that is estimated to get roll in. 7. Fund Raising The exclusive study over fund raising made by Glenn Bowdin, Johnny Allen, William O'Toole, Rob Harris, Ian McDonnell, (2007), states that bigger events need bigger fun; as a result it becomes the duty of the locals and the big banners to contribute to the event. The return needs to be estimated as per the promotions that can be done during the festival or the event. As for the event in Lobby Beach, though the Newcastle city council has provided $5000.00 Australian dollars, it will not be sufficient because the estimated budge for the festival is $15000.00 Australian dollars; leaving a deficit of $10000.00 Australian dollars. This deficit will be generated by seeking for possible sponsors from various organizations. The major target for sponsorship is UNICEF Australia and AGL Australia as a possible sponsor for the lighting of the arena. Coca Cola and McDonalds are in favour of making some contributions. Coca Cola is coming up with a funding of $1000 and McDonald is offering $500 for the event. The only thing that Coca Cola is particular about is that there will be selling of no other brand than its own. McDonalds on the other hand prefers to have few of the locations for its stall. 8. Publicity and Promotion Formerly the tourism sector depended a lot on local support, however the time has changed and now there are participations made from the companies all over the world. This is the basic promotional idea behind this Nobbys beach family vacation. The need for publicity and promotion of this festival cannot be overemphasized because if the necessary hype is not provided, there will be less families willing to attend the festival and of course little or no sponsors willing to identify with this festival. The publicity will be carried out through flyers, postal stamps, internet ads, radio jingles and TV commercials. Flyers will be distributed to Australian Embassies around the world to capture the attention of tourists intending to visit Australia. The local platform is also equally strong. The estimations made by the Australian Bureau Statistics (ABS gov., n.d.), on 30 June 2006, there were 147,545 people making the Newcastle City, the 13th largest Local Government Area in New South Wales. That is to say, the local community income is equal to 2.2% of the New South Wales, which can contribute some amount to the event. The estimated median of local income per wage per person is thus $35,769; making it the 48th richest city in New South Wales and 133rd in Australia. The media thus can promote this and can collect few amounts from the local people. 9. Risk Management There are certain important risks that can change the entire get up of an Event. There are subjects mentioned about the risk caused by nature and the natural risks taken by the event managing unit. In other cases the preparations and preventions should be made with all intelligence. The festival is intended to provide a very pleasant vacation for the families that would attend; however, there are still possible risks such as shark attacks and possibilities of theft. The Newcastle Police and the Fire brigade will be at beck and call in case of any of such security problems. Since this festival comes up in December, there is no risk of a storm. The necessary precautions are all available. Even the safety measures are ready. The organization committee has also employed few more groups of lifeguard to make people avail the surfing act. 10. Conclusion No matter who we are we all come from a family; which means Nobbys beach family vacation is for every body. The development of love and harmony in the family has a positive effect to the society at large because the family is the root of every society. The chief idea is to make the family feel happy and enjoy every inch of their stay. The management and administrations are taken special care of, so that the visitors can roam around and get chilled with all their mind and body, heart and soul. The festival rocks all the time and leaves an impression on every visitor as a life long experience. As the procedure is simple to be there, so just you need to pack your baggage and rest will be taken care of. See you at the Nobbys beach family vacation. REFERENCES Abor Dance, n.d.
