The launching of the UN and the SC began by way of the assertion of St. James Palace. The declaration was a result of a meeting held in 1941 in the month of June, attended by 9 people representing governments which had been in exile. After witnessing the destruction throughout the World War II and the fate of the civilized world being pushed on to the precipice of extinction, there was an urgent need reconsider international relations. Europe was the verge of diminishing to the league of power.

Part of the affirmation read like this:“the only true basis of enduring peace is the willing cooperation of peace: peoples in a world which, relived of the menace of aggression, all may enjoy economic and social security:” it is our intention to work together, and with other free peoples, both in war and in peace, to this end.”Representatives from Australia, the union of South Africa, Canada, New Zealand and Great Britain agreed on this declaration. The exiled governments from Poland, Belgium, Yugoslavia, Czechoslovakia, Greece France, Norway and Netherlands led the process of formation of UN.

President Roosevelt, T.V Soong, Litvinov and W. Churchill signed the UN declaration in January 1st, 1942. The following day, twenty nations signed the declaration. With the Second World War approaching its end, the USSR, US, China and Great Britain met to deliberate on the organizational plan and development of the UN1. The Dumbarton Oaks draft dwelt much on the SC. The original SC had five permanent members. Six other members were to hold the positions for 2 years. The SC was handed the liability of averting potential conflicts.

The SC was supposed to play an advisory role to the UN in case of international conflicts.
