The clear definition of the titles of property and other assets offers a chance to these poor people for integration in the legal economy of the area. Without this facility, they are weak and cannot defend themselves against the mafia, loan sharks, etc. They do not get any alternative options such as bank loans and other facilities for further economic progress and the vicious cycle continues.
The best example of this issue is tribal land and government authorities. Historically, the tribal lands are owned by the community and there no legal record of this in the government papers.
