There are a number of reasons why bureaucracy often fails to implement policy. One reason is to work with policies that have numerous problems as it is quite challenging because it cannot be easily interpreted. Another reason is that the drafted policies are not clearly defined or they are not transparent to the general public. Normally it is hardly acceptable.Especially when they don’t receive their big bonuses for a long time, they begin to vent their grievances on the public by forcing them to obey what is being presented to them (Von, 1944).

The public view of these policies is, in turn, negative because they are probably confused and may feel wasted on what to follow what they should or should not do because no definite path has been followed. They may, in turn, prefer to continue with their daily duties instead. The issues can be addressed by having transparency between the lawmakers and people. Dialogue is also key to solving many conflicts.
