HOW POLICE, DOCTORS AND PHILOSOPHERS HELP TO SOLVE CRIMES The police department is under the Ministry of Interior. The ministry has total accountability for law, order and public security. The national police have a basic responsibility for sustaining public order, as well as preventing and investigating crimes. The main police divisions are traffic, nationality and passport, criminal investigation, emergency police, civil defense, prisons, trials and court-martials, and immigration. The rate of criminal activities is low in Qatar due to the presence of large and ever reliable police force. There is few reports and violence occurrence due to the ever increasing Doha’s population. Police officers must possess broad technical knowledge, and be able to respond with logics when under pressure. Police training and education is the prime prerequisite to facilitate law enforcement agencies to offer a secure atmosphere to the community. Police academies and universities can join forces to perform a protagonist role. This enables police officers to acquire much needed skills and knowledge from the multicultural learning facilities to restrain outlaw behaviors. Policing is the ability to sustain such dynamic and complex behaviors within definite limits. The quality of life in a society can be well elaborated by the positive effects of police training and education. In order to be selected for officer rank, police have to attend a course program of three years at the police academy. Candidates of the National Guard, usually attends the Kuwaiti Military College, where they get specialized guard training. The National Guard get normally considered as a semiautonomous body, which has guard tasks on the borders and strategic locations, and as well as at oil fields. Women officers work in definite police departments, such as inquiries, airport security and criminal investigation. Training at police academies normally includes the following proportions of various subjects: 1. Introduction to criminal justice systems 2. Police administration 3. Law 4. Police skills (first aids, self defense, tactical procedures, and driving skills) 5. Human problems and values 6. Investigative and patrol procedure Police education given its training roots emphasizes knowledge and skills necessary for performance of police duties. Police education can be defined as a process of gaining knowledge that leads to obtaining a degree. Also, it can be defined as a process of acquiring skills and knowledge deemed essential for police work that does not guide to any form of degree but might end with some form of certificate. Training soft police skills such as communication, leadership, change of attitude, stress management and other skills that facilitated community interaction, will improve police engagement with citizens and also promote community oriented policing. The police department can be improved by use of intellectual methods. One of the methods is conducting several public relation campaigns. These would highlight the new developments and publicly recognize the achievements of all the employees of the police department, and to encourage additional feedback from the community. These campaigns would build favors within the community by encouraging employees to perform effectively, since the citizens get informed about their successes. The second method involves developing a strong mechanism to deter corruption. The mechanism should be able to provide performance related benchmarks, to enable improvements in the police departments. The mechanism would give a set of firm guidelines to the department’s employees, and gauge their performance. The examples of the benchmark include maintaining high standards of community policing projects, targeting lower crime rates, and rooting out corruptions. Corruption can be eliminated by acting aggressively on actionable analytical findings. Fighting corruption in the police department would strengthen citizens’ confidence. Becoming an expert officer is an every police officers dream. The following are the ways of becoming an expert officer: 1. Police should pay close attention during department’s training programs. The police should listen keenly and ask questions on topics relating to self defense and firearms during seminars and training sessions. 2. Critical thinking skills of a police can be improved by getting a college education. A police officer should get a bachelor’s degree in criminal justice, psychology, criminology or any other police related fields. These courses improve their logics and thinking capacity. 3. To become an expert officer one has to exercise rigorously and eat nutritiously. These help police to become physically fit, and be able to jump a fence or run after a criminal. Studying hard and doing volunteer work in the areas which one get interested in specializing. These give the police mental strength and morale to achieve beyond expectation. Doctors in a hospital can help police to reduce crime (violent crime) in the area around the hospital. Doctors encourage assaulted patients to complete a form providing details of the assault. The details include the number of attackers, where the assault occurred and the weapon used. Patient confidentiality would not be breached, since patients personal details would be disclosed. The patient would be needed to provide data on a voluntary basis. The details get passed to the police, who would be able to channel available resources to troubled areas. This scheme can help the police to combat such violent criminal activities in the neighborhood. Patient injuries might vary from bruises and minor cuts to serious injuries or even death. The scheme should be publicized to enable anyone who got attacked to give out detailed information about the assault. Doctors can also help police solve criminal cases by use of forensic methods. Forensic science is a vital instrument in law enforcement. Applications of forensic science find wide use in social, physical and medical science. Information revealed from its application, include how someone died, patterns followed by the criminals before or after they have committed the crime. Pathology normally focuses on disease, and when its procedures get employed in a forensic context, doctors can help determine the cause of death of an individual. These can help the police to know whether the casualty got caused by an accident, natural cause, homicide or suicide. Doctors can also perform an autopsy on the corpse to find the cause of death. Autopsy is a medical procedure where the body’s tissues and fluids get inspected. Forensic chemists analyze the tissue, body fluids or hair of a suspect in a way to extract DNA and match up to DNA found at crime site. Comparing fingerprints of the suspect and that found at a crime site might also help the police to solve a criminal case. In a crime scene, one needs a latex gloves, sample bags (paper), and paper envelopes. All investigators must put on latex gloves before entering a crime scene. Investigators collect evidence from a crime scene for the doctor to analyze later. The physical evidence includes hair, blood, glass, fibers and fingerprints. All these evidences can be analyzed by criminalists and forensic chemists. Investigators can get information concerning the suspects from the living victims and witnesses who they get at the crime scene. Investigators can acquire information from forensic science about how the crime got entrusted. Criminal profiling can be described as an act of creating a psychological profile of a criminal based on the condition of the crime scene. Criminal profiling helps investigator to catch serial killers and psychopaths that may else go free. It can be used to help investigators to catch rapists and arsonists. Social science such as anthropology and psychology can be valuable tools in solving crimes. Forensic psychology can be employed for profiling. Professional criminal profilers take detailed evidence such as photographs and reports to find out how crimes got committed. A picture of criminal’s life can be created by a criminal profiler basing on information from modus operandi. Criminal’s race, family information, hobbies and age can also be determined by the criminal profiler. The information gets passed to the police to use in apprehending the suspect. Forensic anthropologist normally provides information regarding the deceased state of health at the occurrence of crime. The information extracted can be used to help the authorities identifying a crime scene. Crime impacts everyone either indirectly through economic and societal costs or directly as a victim.
