People may not be capable of using ICT to its full potential due to inherent limitations.

            The author explains that there a number of factors that go into the problem of the digital divide. Some have to do with money, some with education, some with the background. These are things that limit peoples ability to understand or effectively use ICT. This is something we desperately need to address if we hope to see ICT used to its full potential by the maximum amount of people.          

            While the author makes an excellent point about the misuses of technology, he himself may be overstating his point. There are certainly examples of technology not living up to its promises, but there are many other examples of technology doing good in the world. In many of the examples cited by him, it appears that the technology is not at fault, but the human organization is. Not all poor people are incapable of using a computer. We need to think carefully about how we use technology and find ways to ensure it is both effective and efficient. Read More
