As a result of these varying perspectives, it is, therefore, no surprise that terrorism has no specific definition globally and hence the solution to the problem can never have a universal approach (Cowan, 1). America has long been a target for terrorists, and the reason can be attributed to the nation’s foreign policy.

Terrorism in spite of its evil nature is enacted by human beings with rational minds. For most terrorists, Americans are war mongering, and America is a land of “social, political or religious injustice and hypocrisy” (Blum, 76). Terrorism is more often a counter attack for every action of the Americans. However, a majority of Americans hold a different perspective and they believe that America is a common target for terrorists for its democratic government, developed economy, and its freedom.

In the USA, the criminal justice system is composed of similar but separate systems depending on the state, city or county. Each jurisdiction has its own set of criminal justice laws and agencies. There is state criminal justice that tackles crimes that take place within the state boundaries, and there is federal criminal justice which tackles crimes that occur in more than one state (“The Criminal Justice System”).The greatest fear that haunts employees working overseas is terrorism; hence it is required for combined efforts by the U.S. Department of State and regional security officers at U.S. embassies to combat terrorism abroad.

In America, homeland security has always been a matter of concern long before the September 11 attacks. For decades, national and international terrorist groups have attacked the homeland of America to disrupt its internal interests and facilities.
