The basic attribute of agencies is that each has a statute that has created it from which it derives its functional authority. On the other hand, the formal procedures of the agency are conducted in accordance with a procedural act with broader application within the jurisdiction that the agency acts in. The Administrative Procedure Act (5 U.S.C.) regulates agencies at the federal government level while at the state level agencies are regulated by state enacted procedure acts, which mostly have been adapted to the Model State Administrative Procedure Act (Fox, 2000).

According to Fox (2000) General Motors (GM), incorporated and headquartered in USA, is one of the earliest car and truck manufacturing companies worldwide. However, as is usual with trade, throughout the years GM has had its fair share of market problems. Nevertheless, it managed through restructuring to regain its spot as one of the world’s largest vehicle manufacturing companies with presence in over 35 countries worldwide. GM appreciates that to remain relevant in today’s creative and competitive market a company needs to forecast not only the current but future market needs and produce products that respond to future needs effectively and efficiently. Generally, this is a key factor that should be considered by international companies around the world. It is in this regard that GM forecasts the need for autonomous driving, vehicles that do not need a driver at the wheel, vehicles that will drive themselves. GM envisions producing semiautonomous vehicles before the end of this decade and fully autonomous vehicles the next decade.

Additionally, it is in the process of releasing a Chevrolet Spark Electric Vehicle in 2013 in response to customers’ needs for vehicles that will not use petroleum as fuel. Lastly, GM is also working on developing and improving hydrogen fuel cells
