Creation of a New Terminal foran Existing Port by ABP Southampton In the creation of a new richterminal the followingmust be reviewed; The harbours act, Transport and works act, Town and planning and Acquisition of land. Looking into the acts will advise on the public policies that are to be adhered to for a construction of a terminal. This would make sure that the all the legal issues are dealt with from an early stage. Various aspects and phenomena have to be exploited individually and scrutinized thoroughly. The Harbours Act will be brieflydiscussed to shade a light on the other policies that are to be enacted for the interests of the nation. While in the harbour act, a number of proposals can be adhered to so as to come up with the new terminal for example, the HRO (Harbour Revision Order, as used in the ABP proposal kin the development of a new terminal at Dibden Bay). The HBO is divided into four parts each with a specific responsibility to cover. The parts are as follows; Part I, which covers the development,processes i.e. the terminal construction. Either part II, which provides for landscaping works in the areas covered in the Order Plans and proposals, which may be creation, or diversion and stopping of the rights of way as stipulated for the public. Part III, which allows the ABP to acquire any land required for the creation of the new terminal. Part IV, which covers all the other matters (miscellaneous) that relate to the public as in replacement of open spaces meant for public. If the HBO is to be considered, the National policy must be applied whereby the policies must reflect a better quality of life, new deal for transport and sustainabledistribution. Included in the National policy is the Modern Ports Policy which is the relevant part in reference to the creation of a new terminal. The modern ports policy is a core part in the National policy. The modern ports policy brings out the fact that UK depends on international trade. It states that a port is to serve the interest of the nation, support the competition, and handle demands of the UK trade. Currently the port of Southampton is not able to meet the demands of all the customers, so the building of a new terminal will have the situation improve and not deteriorate. The policies should be covered in descending order, from international policies, regional policies and local policies. Presently the project will be at an advantage because of geographical advantages that Southamptonhas shipping advantages. After the external policies have been covered, the internal policies should follow after. Internal policies that include development plan policies and structure plan policies.The internal policies should have objectives and goals. Statements should be made on the goals to be achieved so as to realize the overall vision.The policy objectives should include: Maintaining the role of the main port, Southampton port and possibly enhance its roles through sustainable trade. The essence of the terminal itself is to maintain the UK trade. Physical infrastructure that is, the rail and road network should be enhanced to cub the inflow. This would avoid congestions ensure the efficiency of the terminal. Developer contributions should be appropriate to ensure the implementation of these objectives. After the policies have been adhered to, we can move to the physical aspect of the terminal creation which is basically the areas around the terminal. The areasites should be looked into so as to make sure that the terminal can be comfortablyaccommodated and sustained. The area where the proposed terminal is to occupy, the total area of the site, its distance from the rivers and the distance from the shoreline. When the areas around have been assessed and found to be conducive then planning can be commenced. For effective planning of the terminal, all the surrounding human settlements and projects should be scrutinized and brought to table during the planning process. The area they cover, all the physical features (rivers) that they border. The whole compass points should be covered (north, south, east, west).All the sites that are remote from Southampton should also be considered, and put into account, which will come into use when the need for deep-sea container arises and how freights will be leaving from the terminal.Thus, bringing up the issue of transport to and from the terminal. They should come up with a strategy that provides for land access by road and rail to the terminal. This will be aimed at managing effectively container traffic and discard issues of congestion making the terminal effective. Those transport networks that already exist, either road or rail should be improved to ensure safety for both pedestrians and workers, widen the roads, and wider rail network. While coming up with the new terminal its implication on nature should also be brought to focus, the ecological designations, and the designations of human constructs, local nature conservation, and international nature conservation. Effect on ecology, either terrestrial or freshwater Also the impacts of the terminal on environment should be watched. This mainly covers on the visual impact the terminal will have on the environment on which it will be implemented on. These include: The colour, massing and form of the elements of the terminal. Second, the design strategy on how the terminal will look like once completion of the development from a bird’s eye view as in the appearance of the cranes. Noise and vibration, assessing the impact of the noise once the terminal is operational, construction noise and the vibration noise once the terminal is underway on various receptors. Phasing, the phases of development of the terminal and how they would proceed, each phase and its environmental implication. After the policies and plans have been laid out we look at the benefits of the terminal, to see how viable it is. There are a couple of benefits that include: Expanding Port of Southampton by building another terminal would be for the public interests as in contribution to the economy hence growth of business. Accommodation of the growing UK container trade. The terminal would make appropriate sustainable and economic use of existing infrastructure. Encouraging the growth of the local Southampton economy. Despite the benefits, a few issues may hold the implementation of the whole process back. These include:Environmental damage, damage on the appearance of the landscape and damage on the face of nature, and a set back to nature conservation.
