In short, the middle – management of Tegan could not provide adequate information and support to service providers who were assigned the responsibility for improvement and update of the system. For instance, the outsourced project could not be successfully updated and expanded on sound programming base due to non-presence of Tegan’s IT staff that made customized solutions. The company would have considered alternative option of Direct Contract with the Dunnock system developer for improvements in existing A / P system.
Another alternative was about acquisition of new system with SAP features, tools and resources to fulfill organizational needs and ensure compliance. The first major outsourcing challenge in this case is delivery of promised system solutions and quality by the outsourcing firm that contracted with the client Tegan Company. Indeed, the initial analysis of programmers and IT staff, employed at Hrad Technika, was incorrect because they were unable to estimate the extent of existing system issues / problems.
Rather, they later identified the complications in that project and the limitation of Tegan (only Julia was aware about most of the features). It should be recalled that complex projects should be outsourced only when service provider has technical capabilities and expertise to offer viable solutions. Another challenge was speed of operations and subsequent evaluation of progress by Tegan. Indeed, Hrad experts and IT professionals did provide drafts and documents to Tegan before commencement of programming; however, the client failed to provide feedback and requested technical support in the agreed upon time frame because of staff limitations.
All in all, this later resulted in delays for which the service provider was not legally responsible and accountable. It should be mentioned that Hrad conducted a requirements analysis because it wanted to get involved into a contract
