Running Head: A research Proposal A Research Proposal on Quality Management and Change Management in Abu Dhabi Police Department Abstract The study will focus on identifying the quality management and change management in Abu Dhabi Police department. This will assist in establishment of recommendations and suggestions that will assist in improvement of the organization's general performance. Recently, the organization has been greatly involved organization change and quality management. The objective of the study is to find out the quality management and organizational change involved in the police department The study will make use a case study research design. The target population will be 120 police officers in the organization. However, 60 police officers will be purposively selected to act as a sample of the study. Direct questionnaires will be provided to the sample in order to obtain the required information. Having collected the needed data, SPSS program will be used to analyze and interpret the data which will later be presented in form of tables and graphs. It focuses on preserving the stability, eliminating a sense of fear and achievement of justice among the general public . Abu Dhabi Police department is envisioned to become an effectual police force in the policing field which promptly responds to the needs of the society with a high level of training and integrity (Trent 1998, pp.32). In order to achieve the stated vision, the directorate is usually guided by a number of values which include: respect for human rights, honesty and integrity. In relation to this, the study will focus on finding out the quality management and the organization management. This will play a vital role in the development of approaches which will assist in the general performance of Abu Dhabi Police. 1.2 Statement of the Problem The Emirates population is expected to massively rise in the upcoming years. This is greatly attributed to the boom in the tourism industry. Therefore, crime rate is expected to go up as the population increases. Abu Dhabi police has established organizational change and quality management to deal with the expected rise in crime rate (Trent 1998). Despite the police department's involvement in quality management and organizational management, there have been limited suggestions / ideas on how to improve the general performance of the organization. 1.3 Purpose of the Study The study will access the quality management and change management in Abu Dhabi Police department. Having accessed the quality and change management, a number of recommendations will be provided in order to improve the overall performance of Abu Dhabi Police and ensure that it functions to the benefit of the general public. 1.4 Objective of the Study To find out the Quality management involved in Abu Dhabi Police department, To determine the change management involved in Abu Dhabi Police department, 1.5 Hypotheses There will be no significant differences between the quality management exhibited in Abu Dhabi and other police departments, There will be no significant differences between the organizational structure in Abu Dhabi and other police departments, 1.6 Significance of the Study The study will play a major role in the provision of suggestions in which the general performance in Abu Dhabi will be improved. In addition, the study will add unto the knowledge of quality management and Organization structure in Abu Dhabi. Lastly, the study will contribute in filling the gap that is in existence in terms of the studies carried out in the area. 1.7 Theoretical Framework The study will make use of expectancy theory by Argwins. Expectancy theory states that adequate and appropriate strategies should always be ready to counteract the effects of a particular action (Zenger 1994, p. 23). Incase an organization is expecting a negative result; it results to establishment of counter measures to overcome the effect. In relation to the study, the police department should therefore lay down tactics or strategies to curb the expected increase in crime rate. 1.8 Delimitations of the Study The study will majorly be confined to Abu Dhabi Police department in Abu Dhabi Emirates Works. However, for the purpose of comparing results, two other different police departments will be used. 1.9 Limitations of the study The study will be limited by the inadequate secondary data on Quality management and organization structure directly related to Abu Dhabi Police 1.10 Assumptions of the study The researcher will assume that the respondents will be truthful as they fill in the questionnaires, therefore accurate and appropriate data will be collected. 2.0 Chapter Two 2.1 Introduction In this chapter, literature is reviewed under various topics. It includes: A brief overview of Abu Dhabi Police, organizational structure, Quality management and similar studies carried out in the area. 2.2 Overview of Abu Dhabi Police Trent (1998), states that ADP was founded by the first president of the Abu Dhabi state, the late H.H. Shaikh Shakhbut Bin Sultan Al Nahayan in January 1957. His main aim behind the establishment was to create a strong dependent government which freely and fairly provided security and peace to the country (Belbin, 2000). Its vision is to set up a professional and effective police staff whose main goal is to keep the community safe and free of crimes and to spread confidence among people. 2.2 Quality Management in relation to Abu Dhabi Police department Kent (1999, p. 112), states that quality management has three main components which include: quality assurance, quality control and quality improvement. Normally, quality management focuses on product quality and the means to obtain it. Abu Dhabi Police pays attention to its quality management. As a result, in July 2008 the Directorate General of Security Affairs and Ports received the ISO certified quality certificate (ISO 2008: 9001) from Lloyds in respect of protecting and securing the land boundaries and among others protecting airports of the Emirate of Abu Dhabi. 2.3 Change management in Abu Dhabi police department All forms of organizations usually experience organizational change at one time or another. However, the employees fear and tend to resist the change in any possible way. Therefore, change management needs a clear plan in order to enhance its acceptance among the employees ( Abu Dhabi police had an efficient change plan which focused on minimizing the crime rate, improving the performance, decreasing the gap between police and society, keeping the community safe and protecting human rights. It incorporated a number of strategies into a single strategy which produced good results. 2.4 Studies on the related topic A number of studies have been carried out on quality management and organizational change among other organizations. This has left a gap in the studies carried out on the specific topic in Abu Dhabi. For instance, Thomas carried out a study on the impact of quality management and organization management on Coca Cola Company situated in South Africa. From the data collected it is evident that quality management played a critical role in the overall success of the company. On the other hand, organizational change significantly benefited the organization despite facing a lot of resistance from the employees. Other studies have been carried out on the area in other countries and organization. Therefore, the current study will assist in filling the gap that is in existence. 3.0 Chapter Three 3.1 Introduction This chapter presents methods and procedures that will be used while carrying out the research. It is organized into the following sections: Research design, Location of the study, Target population, Sampling procedures, Ethical issues related to the study, Pilot study and instrument reliability and validity, Instrumentation and data collection, Data analysis and presentation. 3.2 Research Design The research design to be used by the researcher is a case study. According to Veal (1997), a case study is an in-depth investigation of an individual, group, institution or phenomenon. In such studies, the researcher is interested in analyzing information in a systematic way in order to some useful conclusions and recommendations. 3.3 Location of the Study The study will be carried out in the premises of Abu Dhabi Police department as well as two other police departments. 3.4 Target Population The target population will be basically the 120 police officers in Abu Dhabi Police. 3.5 Sampling Procedure The sampling technique to be used is that of purposive sampling. 60 police officers will purposively be picked dependent on their profession. Purposive sampling (Strauss & Corbin 1990, pp. 76) is a sampling technique that allows a researcher to use cases that have the required information with respect to the objectives of his or her study. Cases of subjects are therefore hand picked because they are informative or they possess the required characteristics. 3.6 Ethical Issues related to the Study The subjects of the study will be briefly addressed by the researcher before administration of questionnaires. The data collected from the respondents will be kept confidential. No persons will be coerced to fill in the questionnaires. The subjects will be briefed before collection of data. 3.7 Pilot Study and Instrument reliability and validity A pilot study will be carried out to measure or gauge the reliability and validity of the methods used to collect the data (Gratton, 2004). 3.8 Instrumentation and Data collection The study will make use of direct contact questionnaires as the main instrument of data collection. This is suitable as it will make it possible to establish rapport with the respondents, explain the purpose of the study, clarify point and answers and encourage respondents to answer all the questions (Hagan 1995, pp. 45). 3.9 Data Analysis and Presentation The data collected will be analyzed by use of statistical packaging of social studies and eventually presented in form of tables and graphs.
