? EMERGENCY RESPONSE Submitted EMERGENCY RESPONSE PLANNING Preventions is better than cure, attitude of overconfidence like an emergency can’t take place can be devastating and this remaining planned for any emergency or mishap is important because it allows the victims to remain calm and organized in the hour of crisis. Planning can ascertain the unknown harmful conditions that can worsen an emergency situation and allow eliminating those conditions. The planning process discovers deficiencies like lack of resources in terms of equipment, supplies, trained personnel or items that requires rectification to face the emergency. The planning process undertakes the identification of all factors that needs precautionary measures to be taken so to develop a safe environment. It deals with identifying the existing resources and allocating budgets to the resources and their development. It incorporates pre-emergency preparation and providing alerting services to the people, handling casualties, and controlling the emergency. The procedure of planning for emergency includes knowing the existence, maintenance and threats of the cables, equipments and machinery. The system should be clearly understood by everyone working and should also know the available options and corrective measures in case of any emergency. A system for contacting emergency services should be in place and all the members should be aware of its usage and functioning. A complete plane mass departure plan should be established and taught to all the employees so that they don’t panic in the last moment. A map of the organization with proper street names should be available in case the emergency services need to reach the place. Safety policy and rules should not only be established but also communicated thoroughly to all employees to avoid any mishap. Emergency procedures should be recorded. A team should be trained and educated to provide emergency services such as fire fighting, dangerous goods handling, evacuation and first aid medical services. Proper infrastructure in terms of emergency equipment required should be in place like; firefighting equipment, first aid medical materials and communications tools etc. Facilities such as protection areas, safe path ways and well defined evacuation plans should be in place. Trainings should be conducted for institutional strengthening. Backup system should be in place to restore and recover all information assets. LEADERSHIP Leadership is the process of organizing people to achieve goals. In the times of emergencies and calamites people tend to loss their ability to remain composed and it is clear from various researches that emergences tend to multiply due to mishandling of people. Thus a leader plays an important role in order to provide guide lines to the people so that they don’t get panic and the consequences can be minimized. Leader ship process includes orientation to the current environment and understanding the level of arrangement and the extent to which the system in place can be trusted. Secondly, the system, procedures and equipment are accessed to find the loopholes and areas of improvement. Thirdly, a vision is established and strategy is defined to bring about the required changes in terms of maintaining a safe environment. In case of emergency leaders envisioned the best options to minimize the aftermaths. The fourth step is to bring about the transition and implement the plan and lastly but no way leastly a feedback of the transition is noted to take corrective measures. Leader train its team, in case of any emergency team is fully capable to face the misery instead of getting panic. The team is tutored for dealing with the procedures and equipments to fight the emergency. The resources of leadership at the time of emergency are the experience of the leader and the practice of the team. The experience of the leader multiplies the strength of the team as he can guide all the energy of its team in the right direction. Leader provides a vision and streamline all the efforts that inculcate in to a much more organize attempt to fight the crises. TECHNOLOGY Advancement in technology like intelligence, PCs, inspection, and scouting requirements for emergency responders serve as the cutting edge benefit and a compulsory requirement to face the repercussions of a terrorist incident or a disaster. Military forces are bound to keep themselves updated every now and then to cope up with the pace of the demanding sector. The first stage of the process is to prevent, control and rectify security violations. A well defined policy should be established to address the technology requirements followed by developing, implementing and maintaining a comprehensive program related to continuous technological advancement containing administrative, mechanical and material technological assets safety procedures. The procedure of technology maintenance for emergency situation is to conduct a check on regular basis on whether the machinery and equipment is in proper order or not. Back up equipments should be in place so that any trouble shooting machinery can be timely replaced. Various resources are undertaken to ensure that the military system is technologically updated including; technology handbook containing standard procedures and design information, technological specifications and technological standards. INFORMATION GATHERING Team leaders are responsible to make the best decisions at the time of emergency which is only possible if they possess reliable information and good intelligence. However; lack of knowledge does not only lead to poor decisions but also reduced team member’s trust. Being informed gives support to the actions taken and decisions made at the time of the crises. The process of information gathering includes tapping all the information available using various resources followed by cataloguing them as to which information deals to which crises situation and what is its available solution. The procedure includes three steps namely; advise, alert and demobilize. The first stage is usually a precautionary stage which deals with providing merely the available resources and may include possible hazards. However the alert phase occurs usually at the time of the crises and incorporates the updates about the severity of the emergency. The last stage deals with channelizing the required information to the respective area. It is the most critical of all stages because sending information to a wrong area may multiply the misery. Various resources of information can be books, track records, past trends, internet, upcoming events, warnings and forecasts about potential hazards, census data and maps etc. Record of personnel information, area and availability of the experts is also maintained to serve as resources of information. COMMUNICATION & COORDINATION Military communication is to convey the information through armed forces; previously it was to send and receive signals or coded information which is difficult for the stranger to understand. Thus communication plays an important role in case of calamities because it serves as the tool of expression. Communication does not include only oral or verbal communication but it also encircles the body language and eye movements of a person which are very critical in military. Coordination basically synchronizes the planning, leadership and information gathering. Until and unless a plan is very well coordinated it cannot be implemented no matter how accurate the plan is. If there is no timely and correct coordination of the information assembled it would not be of any use. In emergency situations military needs to deal with a very diverse group of people and thus disseminating information equally and correctly is a critical task. At the time of an emergency or a major spill situation, people are required to contact emergency staff as soon as possible and the immediate supervisors. People should only follow the instructions given to them by the security personnel. The system needs to identify the victims as far as possible, victims should be responsive enough to express the alleged violations occurred or are to be occurred. It is the role of communication and coordination to disseminate information about any previous emergencies and injuries caused. An important stage of the communication & coordination process is the feedback. No matter how well the strategy is but if it is not yielding the desired result it is useless and the only tool through which it can be measured is feedback. A response of how well the strategy is implemented plays an important role as it provides a chance to rectify the mistakes and start off again with a better overall strategy. Military communication & coordination process has three major elements, namely; sender, message, and the receiver. The loop of the process is not completed till each of the elements is present. Military communication & coordination process includes exchange of information internally as well as externally, negotiation and conciliation and de-confliction. In military there are various resources of communication like sign & symbol booklet which includes the sign language used by military officials so that the enemy cannot understand there planning. Besides this a rigorous classroom based training session is conducted to tutor the overall process and its functioning. A military dictionary is also used to aid the armed force to affluently transfer and disseminate information.
