"TEXFLEX Healthcare" is a wonderful example of a paper on the health system. 
The program selected for this study is the TEXFLEX healthcare and daycare flexible spending accounts aimed at benefiting new state employees in Texas. The employees decide their contributions to the account for healthcare or daycare for the year and make monthly contributions that are used for payment of doctor’s visits, prescription drugs, dental visits, and glasses. Day accounts are for caring for children under 13 years and other qualifying individuals. TEXFLEX healthcare account is also available to those who are not enrolled in state health care insurance.   

Primary benefits

The primary benefits of the program are payments for doctor’s visits, prescription drugs, dental visits, and glasses from the program, and care for children under the age of 13 or qualifying adults, and saving from no tax payment when paying medical expenses.

Secondary benefits

The secondary benefits are knowing there is a fallback plan for healthcare each day of the year even when one has no cash on them and a high income owing to the tax-free payment of medical expenses through the TEXFLEX program.

Direct costs

The direct costs for the TEXFLEX healthcare program are $5000 per household tax-free care cost for daycare or   $2,500 per person for healthcare expenses.

Indirect costs

The indirect costs are the opportunity costs of using the money on the expenses when they are received rather than putting them in the program and the loss of money when one has paid for the TEXFLEX program for a year and then does not need the medical services as they are no guarantee for money back in the program.

Presence of quantifiable and non-quantifiable benefits

There are quantifiable benefits in the program including the taxes that should have been paid when one does not have the TTEXFLEX program in accessing income and the amount of money paid by the program when one accesses the healthcare and is a beneficiary of its payments.

The non-quantifiable benefits are the peace of mind knowing there is a health program that caters to one’s needs and the provision of better healthcare for one’s family at any given time.

Use of CBA AND CEA in the project 

Using CBA and CBE, I believe there are more benefits than the costs of the program due to the presence of quantifiable and non-quantifiable as well as primary and secondary benefits that surpass both direct and indirect benefits in the program. The benefits being more than the costs, the project is worth it and new employees of Texas State will be better off in enrolling for the TEXFLEX program.
