The fifth phase on administration and policy diagnosis should look into some of the administrative issues that may hinder the enactment of the health promotion program. Similarly, this phase should put in place an ideal strategy that can be employed by the Calhoun community to reduce the incidence of diabetes.

The sixth phase, which deals with implementation should be aimed at converting the outlined strategies into action.
