The change in section 2725.1 in chapter 40, as well as the introduction of section 2725.1 of the Business and Professions Code, is one of the regulations that have been promulgated by the CA state board in the recent past. Enacted in the 2011-2012 session, its implementation was initiated in January of 2013. The regulation has various provisions that are meant to influence the administration of contraceptives. Through an order from a licensed physician or a surgeon, a registered nurse can dispense drugs or devices. However, a registered nurse should not be employed exclusively for this purpose. In the second chapter, the regulation provides that “a registered nurse may dispense self-administered hormonal contraceptives approved by the Food and Drug Administration (FDA).” In addition, the regulation further provides additional roles for registered nurses, “may administer injections of hormonal contraceptives approved by the FDA.” The regulation was approved on 28 November 2012 (State of California Department of Consumer Affairs, 2012).

Question 2: How the state regulations are supported within my place of employment

The acceptability of this policy has been growing as a result of improved awareness. We have a strong nursing movement that not only keeps us up to date with the latest regulations but also offers direction as well as activism on aspects that concern nurses. In times of need, the nurses have been allowed to dispense drugs and other drugs but there has been some suspicion by pharmacists that we are being empowered to take up their roles. However, the latest trend has been impressive and getting into the future, I forecast a situation whereby the nurses will be able to have full access to the roles provided in this regulation. Apart from this recent regulation, acceptability, and adherence to other regulations within the hospital setup have been impressive. This can be attributed to the selfless and committed management as well as the united team of employees. The local nursing movement is also very supportive of his regulation since it provides a broader working environment for nurses.

Question 3: How the States differ in the Scope of Practice and its impacts on the professional nurses across the United States

It is apparent that there is a lack of uniformity in the scope of practice by nurses across the states in the United States. States develop legislations that control how nursing is regulated. The authority of the Board of Nursing is different across the states. The scope of practice is different across the states. Eleven states do allow independent practice without the participation of a physician while some more twenty-seven requires that there must be a collaboration between a nursing practitioner and a medical doctor. It is a requirement in ten states that a medical doctor supervises a nursing practitioner. The participation of the nursing practitioners varies across the states the same as the influence of the medical doctors. These variations pose different implications. Firstly, the service to the patients is highly affected especially because of the lack of exclusive authority of nurses. Secondly, their practices are adversely affected since they are unable to serve fully of their competence. Finally, transfer from one state to another poses some challenges (Christian, Dower, and O’Neil, 2007).
