Quality Management Tools Name Date Course Quality Management Tools Introduction In Abu Dhabi, the Department of Transport was established under Law No. 4 of 2006 which was amended by Law No. 5 of 2008. The department is in charge of coordinating all the transport policies and issues in Abu Dhabi. The department has put in place policies that are aimed at improving on the quality of the transport in the country. Sustainability and quality measures have been put in place for the purposes of achieving efficiency. The department of transport is also putting in place measures to ensure that the system is able to contribute to economic growth, improve on the quality of life and promote sustainability. The department of transport in the country is also responsible for the management of public transport which involves surface transport, maritime transport and aviation. The efficiency of a transportation system is dependent on the quality management tools, policies and practices that have been put in place (Department of Transport, 2015). The quality management tools and policies can be used in different areas within the organization. Various quality management systems are in place in the transportation industry which is useful in improving on the efficiency of carrying out different operations. The paper discuses the quality management tools at the Department of Transport in Abu Dhabi when hiring new employees. About the industry The United Arab Emirates has put in place various campaigns and strategies to improve on the transport industry and this have seen it ranked the best in the region. The transportation framework is managed by four organizations at the government level. The Ministry of public works was established in 1972 to manage the sector after the unification of the 7 Emirates (Ministry of Public Works, 2015). The National Transport Authority was established in 2006 and it mainly has administrative powers in the industry. The authority also proposes and enacts the laws with regards to the transport sector. The board members of the organization are the Chairmen of different Authorities including the Department of Transport. The General Civil Aviation Authority is in charge of the air transport development in the country. The Authority was recently involved in the installation of Satellite Navigation Global positioning system at Dubai International Airport which has improved on the efficiency of the operations. The Critical National Foundation Authority is in charge of securing the country from remote dangers, devastation and damage. It also works closely with the military in securing the territory of the country, ports and coastal petroleum offices. The department works closely with the Department of transport for the purposes of ensuring that the industry is able to meet its goals and objectives. Vision The vision of the department is to deliver quality transport system that contributes to the economic growth, quality of life and environmental sustainability in the country. Quality mission The mission of the department is to plan and develop and efficient and well integrated transport system that serves the interest of the public through enhancing mobility and delivering a safe and secure environmentally friendly aviation, maritime, public transport and highway sectors. Objectives of the study To establish the quality management tool that are used by the department during the process of hiring employees. To establish how the quality management tools benefit the organization and its contributions to efficiency when hiring the employees. Methodology The secondary method of data collection will be used in the research. Secondary data collection method involves the collection of data from the existing sources like books and journals (Driscoll, 2011). Most of the information in the study will be collected from the website of the department as well as journals that deals with the quality management tools in Abu Dhabi transport system. Only the recent sources will be used during the data collection process. This is considering that the quality management tools usually experience changes from time to time within an organization. Only credible books and journals will be used in the research is as to ensure that the data collected is credible. All the authors will be acknowledging for the purposes of maintain ethics during the data collection process. Plagiarism will also be avoided in order to ensure that the research is ethical and credible. Discussion Key Quality processes at DoT At DoT some key quality processes are usually involved in the process of hiring new staff members. The quality process is aimed at ensuring that highly qualified employees are hired at the organization. The following steps are used by the department during the hiring process. Step 1: In the event of a vacant job position, the department usually advertise the position in the local newspapers, its website and online where a high number of people can be able to view the advertisement and know about the vacant position. Step 2: The interested candidates can then apply for the position online which is the only mode of application that is accepted by the department. The interested candidates are usually required to fill an application form and submit together with their CVs. Step 3: The short listing of eligible candidates based on the CVs is then carried out by the company after the expiry of the application deadline. Step 4: An interview date is set and al the shortlisted candidates are invited for the interviewed. Different forms of interviews are usually by the department depending on the nature and requirements of the position. Step 5: The suitable candidate or candidates are selected through a mutual consent by the judges who were involved in the interviews. Step 6: The suitable candidate or candidates are requested to produce their original documents which include their education certificates, employment records and recommendation letters. Step 7: The HR committee analyses the documents for validity and if approved the candidates are asked to produce their medical and conduct certificates. Step 8: A meeting is arranged by the company with the successful candidate where the offer letter is signed and the candidate is provided with information about the reporting date. Step 9: The employment contract is signed by the successful candidate on the reporting data and becomes a staff member at the department. Process Map and Flow Chart for Hiring New Employees Figure 1: Flow chart for the quality management tool Analysis of the quality management tool The quality management tool that is used by the company is the flowchart where each of the process is documented for the purposes of ensuring efficiency is achieved. All the events that takes place during the hiring of the employees flows in a certain sequence and are related this ensures that the department is able to account for each of the processes taking place. A flow chart is also considered as a solution model for dealing with a certain problem (Ellis, et al, 2014). The problem in the case of the organization is the process of hiring the new members of staff. The process of using the flow chart may however be encountered with other problems. Difficulties in one of the process make it impossible to continue with the next step. This may delay the operation of the company and it may also lead to the use of more resources. To solve this type of problem, the company can use the flow chart alongside other quality management tools that are available. The company can decide to use the fishbone diagrams alongside the flowchart in order to ensure that the problems are solved. The fishbone diagram is usually important in terms of determining the cause of a problem and providing the appropriate solution. Fishbone diagram The quality management tools at the company are used for the purposes of identifying the potential cause of problems within the hiring process. One of the tools that can be used by the department is the fishbone diagrams which are commonly referred to as the Ishikawa diagram. The fishbone diagram is usually used for the purposes of showing the cause of certain events. This can be used the department to monitor the operations of different activities and processes when hiring the staff. Different factors are usually grouped together for the purposes of ensuring that the cause and be identified and appropriate measures are put in place (Goetsch & Davis, 2014). The department can utilize this tool for the purposes of promoting transparency during the process in order to eliminate bottlenecks. Everyone involved in the process is usually targeted when using the fishbone diagram. The department has policies that are in place for the purposes of governing how the operations during the hiring process. When using this method, the people involved have to be monitored through the use of different methods and policies and laws are used by the department. Machines can also be used by the department to ensure that the job is accomplished. The machines that are used during the process include the computers which monitor different operations and processes. The data generated is usually analyzed by the department for the purposes of determining the efficiency and quality of the processes. Fish bone diagram The quality management tools that are used by the department are among the 7 commonly used quality management tools. However, the tools are used by the department are however limited to the nature of the operations that usually takes place at the department when hiring the new employees. Theoretically, the fishbone chart is commonly used for the purposes of monitoring defects and it has 5 main aspects that are usually involved in the process. The 5 main aspects that are used mainly involve the machine, method, material, man power and measurement (Ellis, et al, 2014). This is considering that the tool is mainly aimed at ensuring that the quality of the processes is improved. However, it requires some levels of expertise and it may require a huge amount of resources. This method is more comprehensive as it ensures that different areas are monitored and hence the increasing the resources. The fishbone tool is beneficial to the organization in terms of improving on the operations of the department as it prevents certain unwanted effects from talking place. Conclusion In conclusion, it is evident that the department has put in place various measures to ensure that the quality of its processes is enhanced. Flow charts are used by the department for the purposes of ensuring that the hiring process is efficient. The quality tools that can be used by the department alongside the flowchart include the fishbone charts. It is evident that each of the quality method is able to monitor different operations and activities that are carried out by the department. The success of the department in fulfilling its goals and objectives is dependent on the use of the quality tools.
