Organizations in the 21st century are confronted with inexorable demands for change, whether in the Middle East and globally. In every industry, companies face the challenge of responding to changing situations and anticipating the continuously changing technology, competitions, economy, and social conditions to the extent in which change has been dubbed as the ‘new normal.’ Despite the ineffaceable reality, virtual emergence of managerial and research capability to conceptualise and empirically test several change management practices, successful change in organisations has remained elusive (Chirag 2009). Studies have indicated that managers have become more comfortable with planned change since organisational leaders are becoming ever more proactive in managing change. Indeed, more managers in the Middle East are becoming more competent in responding to external forces, conceptualising preferred future state, and implementing subsequent plans so as to attain defined objectives. Therefore, change in the 21st century is viewed as being mechanistic and linear and in some circumstances, a series of traumatic and discrete events that require constant control to ensure that an organisation attains its objectives.

Because of the onslaught of changes faced by a growing number of organisations in the Middle Eastern region, carefully planned approaches to understanding organisational capabilities are rapidly becoming insufficient. This is since success in the fast-changing environments calls for experimentations, innovativeness, and the capability to address unanticipated events and unplanned consequences that often lack (Greenhalgh et al. 2004). Essentially, companies in the region today face the test of sustaining continuous movement -- which may be inadvertently fast or slow within brief periods -- towards a more uncertain future state.

This paper uses a literature review to outline the diagnostic view of multi-dimensions capabilities in organizations that impact their capacity for change and serve the purpose of development. This is stated using definitions from various researchers and attributes or dimensions of organization capacity for change in the Middle East. The breakdown of the literature review shows the difference between researches in definitions, measurement techniques, and context or cultural issues in the Middle East.
