The department of transport together with other private organizations has worked to ensure that there are enough parking spaces in the city. According to the General Secretariat Executive Council Emirate of Abu Dhabi (2013), the Abu Dhabi government unveiled a plan ‘Abu Dhabi 2030’ which was a framework plan on the urban structure. This comprehensive plan was meant to ensure the city of Abu Dhabi is developed and part of this was to be brought by development of enough parking spaces for people in the city (Zayed, 2009). Justification The growing economy of Abu Dhabi has reflected in the number of vehicles that have been realized. Growth in the city is also meteoric and the buildings and streets are increasing in number (Melamid, 2010). This has also meant that the space in the city has to be well utilized to ensure that there is enough and orderly parking in Abu Dhabi. According to Peter Guest Parking Consultant (2012), main roads are used as freeways and there is a large restriction on parking. The network service of roads in the city is estimated to have a capacity of 70, 000 parking spaces in the central business district. While this might seem a big number, peak times in the city see about 100, 000 flocking in the city and requiring car parks. Car owners in the Abu Dhabi city have been using double parking, parking in walkways and parking in places where the parking has been banned either for access reasons or for security reasons (Shatnawi, 2010). In fact, the ticket charged for wrong parking in Abu Dhabi is too low to deter the car owners from defaulting the parking rules in the city (Peter Guest Parking Consultant, 2012). Another problem that exists is the abandonment of vehicles at the road side for long periods. This has particularly been noted of ex-patriots who are the majority of people living in the city in Abu Dhabi. In cases when the ex-patriot is not able to sell their car before they leave, they simply abandon it. The city also had a programme where renting of individual spaces was possible. This led to reduction of available space and it was a short lived since it was abandoned after local businessmen and entrepreneurs illegally fenced off part of the street so that they could use the space for their own car park. Therefore, Abu Dhabi experiences the problems of over-subscription of current car parks, neglect of set rules, growing use of cars and under utilization of public car parks. This therefore calls for management of parking in the city as well as additional parking spaces (Abdellatif and Othman, 2006). Goals and Objectives The main objective of this project is to ensure proper management of parking spaces in the Abu Dhabi city. This proposal shall seek to accomplish the specific objectives stated below: To discuss the increasing need for more parking spaces To establish proper management of available parking spaces To investigate the contribution made by the government and other private organizations in ensuring there is enough parking spaces in Abu Dhabi Outcome of the project It is expected that at the end of this project, the knowledge on proper management of parking spaces in Abu Dhabi shall be known to people and that the means by which available spaces can be properly utilized to fit the need of the Abu Dhabi people will be known. In addition, the various services offered by some organizations that offer parking spaces will be known together with how their parking services are offered. At the end of this project, the problem of parking in Abu Dhabi will have a bearing towards the vision 2030 plan that was planned by the government. This project shall also issue solutions on guidelines towards effective use of private and public car park spaces and this will reduce the cases of wrong driving and parking. It will also propose the punitive measures that should be taken against the offenders of the laws on parking. This project is also intended to ensure that the ex-patriots and other city residents who usually abandon their vehicles have an option of where they can keep these vehicles. As a result, this will reduce the disorder that has been associated with the city of Abu Dhabi in terms of car parking and will help the government achieve its unveiled plan on vision 2030. Methodology Information on parking management in Abu Dhabi shall be obtained from the available literature on previous research done about management of parking spaces in the Abu Dhabi. In addition, investigation shall be done on how the government of Abu Dhabi has worked towards ensuring that there is enough parking in the city. Various private organizations have also worked towards the provision of enough parking in the city and their contribution towards this shall be investigated. Research on the need for improved management of parking in Abu Dhabi shall be done from available resources in the library. This is meant to justify the need for proper management of the parking spaces that are available in the city of Abu Dhabi. Qualitative research shall also be used to get information on car parking in Abu Dhabi. Interviews shall be carried out on drivers and the management of car parks so as to ensure that a clear understanding of the situation on the ground shall be made. By examining all the variables from their natural environment, an interpretive study shall be made since this will be based on the experience from the people in the city and how they face the challenges of car parking. Project Components Project activities The activities of the project shall be divided into various categories. These will involve the collection of information about the state of car parking in the city from literature on car park management in Abu Dhabi. This is meant to showcase that there is need for proper management of the car parking and to give the researchers an overview of the real picture on the ground. It will also help in understanding of some of the misuse practices that exist in the city. Information shall also be obtained to establish the contribution of the government towards ensuring that there is enough car parking. Qualitative research shall also be conducted on the contribution made by various organizations towards effective car park management. Organizations such as Mawaqif have been trying to push for the establishment of more car park spaces (Emirates247, 2011). Such a move to ensure that there are more parking spaces in the city of Abu Dhabi will be investigated since they demonstrate the need for more and more parking spaces in the city. The investigation shall be made to find out the schemes made by such organizations in terms of the services offered, the charges made on parking and the parking packages offered in terms of the amount of space that is available. This will provide the means by which other organizations can utilize the spaces available and also create additional space, for instance use of the aerial space and not just surface space. Other parking services like the paid parking shall also be investigated. Such parking systems are purported to save time for the car drivers and space for the city (Abu Dhabi, 2013). The modes of payment by these services shall be presented. Such services also help keep vehicles safe and they can be utilized by the ex-patriots who wish to leave the country. Besides, the importance of the services in terms of ensuring there is order in the city and there is no blocking of routes by any drivers will be important aspects of the project since the project intends to investigate the management of parking spaces in the city of Abu Dhabi. The project shall also involve qualitative research on some of the rules that have been set to govern use of car parks. Investigation shall be done to confirm whether these rules are strictly adhered to. Some of the problems that are faced by the government in trying to implement these rules shall be examined. The reasons for the misuse of these rules by drivers will be brought forth from this investigation and this will give a platform by which any changes in the structure of the rules of the management of these car parks can be implemented. All this is meant to ensure that the car parks are effectively utilized by the users (Department of Transport, 2013). Another activity will be the examination of the structure of Abu Dhabi city to check its effect on the parking space. This will be intended on confirming the contribution made by the structure of the city towards car park space and it will provide a guideline on the best design of a city to other urban planners. Any re-adjustments that are possible in terms of the location of the car parks shall also be presented from this investigation (Abu Dhabi Planning Council, 2007). The department of transport will be required to review the implementation of the existing punishment on car parking offenders. This is because one of the problems noted is that drivers carry out intentional offence since the penalty they are required to pay is non-scaring to the offenders. Therefore, the government will play a part in implementation by ensuring that offenders do not continue carrying out the offence. In addition, the government will also play a part in the restructuring of the parking spaces upon the findings made from the research. This will also help the government in planning for other towns. Analysis of capacity and capability Various car park organizations will play a big role in the implementation of the findings. For instance, organizations like Mawafiq parking services are reported to be offering parking services, having offred a capacity of about 5,700 spaces (Mawafiq, 2013). The structure of such organizations will be used to get information on how other institutions can establish car parking. In addition, these organizations can be used to devise the penalty that can be accorded to car park offenders. Mawafiq has been known to charge the offenders an amount that ranges from AED 100 to AED 1000, depending on the nature of the offense. Such a move can be used to promote the adherence of the rules and guidelines on use of car park spaces. The spaces provided for by these organizations are organized and this kind of organization can also be adopted by other institutions that intend to offer the services. It could also be used by the department of transport in planning for other towns (Taher, 2012). Project team The project team shall play their implementation by first providing their finding and their recommendations. Additionally, they shall be involved in the follow up process of the project and this will involve investigation on whether the objectives set by their project have been achieved. Besides, they will play a part in making proposals to the government and to the organizations that handle car parking. The team shall make regular visits to the city to check the situation of car parking. They will also make visits to the department of transport and to the organizations to follow up on any improvements that have been made or need to be made. Communication shall be done via email and prior to any visits, phone calls shall be made to remind team members of the intended move. Monitoring, Reporting and Evaluation System These shall be used to determine the success criteria of the project. The monitoring process will involve use of a table that will have the objectives of the project and a part that will indicate if the objectives have been achieved. For any objectives not achieved, a follow up shall be made to find out where there was this failure. Reports shall then be used to present the progress of the project. The reports shall cover the findings from the interviews held and the recommendations. Evaluation of the project shall be done using a table that will indicate the expected outcomes of the project. These shall be reviewed with respect to the progress of the project to indicate whether the outcomes are being achieved. Further plans and follow up The plans shall involve follow up on the proposals made to the department of transport and to the organizations that offer parking services. The plan will be to gather information on any advancement made on the project and any new ideas shall be investigated. Communication shall be maintained between the team and the organization so as to constantly keep track of any new developments regarding the project.
