Baytree plc a dynamic retail and leisure group has taken a quest for advancing their business into another level in addition to its current operations of ownership of MSAs in the UK, midrange hotels one that is located on MSA1 and a small number of multi-sport clubs together with a few agricultural interests. The company has thus taken a proposal to make a substantial development of a new Motor Service Area (MSA) that will be situated in the north of England. The new MSA will be located on the M7 motorway in a prestigious area with natural beauty at Salteroyd in the country of Yorkshire. However, the site for the design is said to be an area of scientific interest (SSI). In order to achieve its goal, Baytree has the intention of incorporating many environmentally sensitive construction features and design into the Salteroyd proposal (Caddick, and Dale, 1997).

The construction of the MSA is proposed in two phases.

Phase I

• Design and construction of the MSA on the Northbound carriageway to include service road, coach parking, car parking, petrol filling station with associated kiosk, service area (comprising of restaurants, retail, and WC facilities) and finally a long goods vehicle parking.
• Design and construction of motorway slip roads (inbound and outbound), a pedestrian bridge access to the Northbound site where the budget for both the slip roads and bridge will amount to £16M and further design and construct a new build budget hotel (75 bedroomed) where its budget will be £3M.

Phase II

• Phase two will comprise of both design and construction of the MSA on the Southbound carriageway which mirrors the facilities contained on the Northbound site.
• The other thing will be the design of a motorway slip roads which will be inbound and outbound

The overall budget for phase two mainly in the MSA Southbound together with the slip roads will amount to £15M. However, the program for this phase is yet to be confirmed.

Recommendations

Phase I: The procurement analysis for the phase identifies “Design and Build Novation” being the most appropriate arrangement.

Phase II: The procurement analysis for the phase identifies “Construction Management” being the most appropriate arrangement.
