It also gives a processes at Martin College so as to meet the requirements of occupational health and Safety that was enacted in 2004 as regulations that are associated with it with standards AS/NZS 4801:2001 Occupational Health & Safety Management Systems – specifications with guidance for use and OHSAS18001:2007 Occupational Health & Safety Management Systems – requirements Safety effectiveness and the management of health alongside quality and productivity are determinants of achieving efficiency in the organization. It is not the responsibility of management alone to handle safety issues but a combination of all parties should cooperate so that safety and health is achieved within the work place. Legislation of occupational health and safety indicate that there is a duty of care on all employees, employers, self-employed, that control work place, managers, suppliers, manufacturers and principal contractors. In spite of the fact that duty of care can be put into practice, identification of hazards and attached risks are assessed and controlled. It is the role of the consultancy to operate under legislated standards. Scope Safety and management issue is a responsibility of every individual in the work place. The plan will basically lie on the administration of Martin College. Moreover, the plan will give detailed information on its relevancies to both the administrators and their works within the office. Administration being the heart of the institution will have a greater impact to the entire organization if well implemented. As a consultant, the plan will address the manner in which people conduct themselves while at work place within the institution as well as their safety. Staff who will be considered by the plan will range from managers, office assistance, lecturers, accountants, visitors and other specialists who work within the administration. The plan concerned about the administrative structure of Martin College and its employees within the respective offices. It will therefore be vigilant in the way employees carry themselves in working place within the college premise for the safety of the employee and the felloe colleagues. The consultancy will not entertain any misconduct that relates to of: Working with the influence of drugs Fighting while at work place Act of stealing property of the company or an employee Intentionally destroying properties that belongs to the company or employee Entering into restricted areas Working without following safe working procedures The safety management plan may have some limitations. First, there are jobs which are totally different and might not fall under the stated standards, with due time the consultancy will reset the standards so that all employees within the administration are covered. Secondly, the structure of Martin College may have been restructured meaning that the plan will not address other issues. Definitions Drug and alcohol testing It is basically means assessing blood breath, urine in order to see if it contains any drugs or alcoholic substances. Administrative unit This represents the area that undertakes the activity. It mar refer to head of branch, division, unit or center. Audiometric testing It is a procedural measurement of hearing ability with time. Martin controlled entity This includes those entities that the college controls its decision making, either directly or indirectly in respect to operating and financial policies. Health Surveillance It is systemic monitoring of risks which relates to risks that may hinder staff in their work health wise. Pre Placement Health Assessment It is medically assessing that is aimed at placement for targeted group at Martin College. Spirometry It is measuring the capacity of the lung, by testing the volume and speed of air that the lung can inhale and exhale. The policy will grant the senior management the following responsibilities: Reviewing occupational health and safety policy, plans and procedures annually so that it meets legislative requirements. In addition, the review will be done in case work environment changes significantly. Ensure qualified persons are employed, with regard to the type, licenses, skills, and certificates of work prescribed for performance. Ensures that our consultancy personnel are fully aware and agree to carry out their responsibilities in the occupational health and safety issues and also training are to be conducted so as to ensure responsibilities are undertaken well. They ensure: Safety and health of their lives and for others Portray an acceptable safety performance Safe work procedures (Job Safety Analysis) The following is a process that is used in developing safe work procedures: Employees who are performing tasks are within the procedure The tasks are subdivided into individual steps Identification of hazard in established for each of the subdivided individual steps after which are recorded Hazard assessment is done which might have arise due to damage or injuries Development of work procedure for every step so as to eliminate or control risks attached with individual hazards. After the safe work procedure has been agree upon and approved training is undertaken to all employees who perform the job. Copy should always be available that entails the safe work procedure. A regular review should be done to the safe work procedure in case there are changes to the working environment or equipment being used. In a case where our employees are concerned on the procedures that are taking place on site, the manager of our consultancy should be contacted as soon as possible for discussions and solutions. Policy We believe in our consultancy that by appropriately providing enough rehabilitation aid is important in enabling productivity at a quicker rate which returns to normal duties after the occurrence of an injury. It is also important for employees to be ware of their value to their employer and benefits of early return to work. Whenever illness or injury results in a disability to an employee, consultancy will manage the rehabilitation process to facilitate their return to gainful and meaningful employment. The Principal Signed Date INJURY MANAGEMENT AND REHABILITATION POLICY It is the policy of the consultancy to make provision for the occupational rehabilitation of all employees who have sustained a work related illness, injury or disability. In this context, rehabilitation is defined as: “A managed process of restoring an injured person to the fullest physical, psychological, social, vocational and economic function of which they are capable.” Early intervention with effective rehabilitation provides physical, psychological, social and financial benefits to employees, while minimizing disruption to work and reducing costs to the employer. Objectives: • To establish a structured approach to rehabilitation services for all employees following work related illness, injury or disability. • To develop and encourage the expectation that is normal practice, following work related illness, injury or disability for persons to return as soon as possible to appropriate employment. • To commence the managed, safe and early return to meaningful, productive employment at the earliest possible time consistent with medical opinion. • To appoint a person as co-coordinator to oversee the workplace based rehabilitation program. • In conjunction with the client and injured person, form a rehabilitation case team to achieve the desired objectives. Incase of any occurrence the team will be ready to handle as indicated in the procedures Evaluation The OHSMS is aimed at meeting the stated purpose as stated earlier. It is the responsibility of everyone to ensure that everything is in order so as to reduce the chances of any occurrence. Assessment 4 Risk Assessment Supervisors within the consultancy would have to undertake formal inspection regarding the workplace with the utilization of specified checklists. In case a discrepancy is identified by the supervisor, he/she will move ahead to report to the manager following the hazard reporting procedure, after which a presentation of recommendation will be made in the report to correct the action. Inspection of work place checklist will be done annually basing on new equipment, plant or materials that are introduced into the college. Our consultancy knows the importance of employees reporting a hazard as soon as it occurs, as it is a preventive program to accidents. As part of the process, a form must be filled. After that, the supervisor in charge of the employee will conduct an investigation of the accident, determining, and applying appropriate controls. The appropriate controls will appear in the hazard report form. Finally the hazard report will be forwarded to the consultancy manager to review and discuss. In case of purchases, hire or lease will be made fro competent and approved suppliers. From this preferred suppliers will be listed so as to be monitored to keep in place the purchasing standards.
