A lot of benefits are likely to accrue from the process since the matter at hand is of great essence. Under the theoretical background, the paper seeks to explore the challenges encountered and the methods used to overcome them. Reasons for Research The study aims to investigate in details the safety measures that are put in place to ensure that the health of the occupants is not put at risk in one way or the other. The causes of the risks and hazards are going to be ascertained so as to understand the situation on the ground and all the factors that play a role in the whole scenario are going to be studied and inferences made The paper intends to establish the measures that are implemented in the times tower to ensure that hazardous situations are eliminated completely. The research seeks to unearth the health and safety situations in the Times Tower which is used as an example in the pinpointing of the building commission’s efforts to ensure that the health of the persons accessing the structure is not put at stake. The success or failure of the government’s measures if any is to be studied and conclusions made. In summary the following are the reasons for the research: 1. To explore the health and safety measures put in place to govern the building construction. 2. To understand the needs of safety measures. 3. To unearth the struggles and obstacles of general safety in buildings. Theoretical Background Health and safety measures The safety of people accessing the Building is taken care of by the putting in place of the following measures. These are the very crucial factors that are defined by the building regulations and involves better: Air conditioning systems Exit doors Early warning systems                                  Emergency lifts and lighting Emergency lighting                                     Emergency power supply Emergency warning systems                                  Exit signs                                       Fire control centers                                              Fire curtains and doors Fire extinguishers                                      Fire detectors and alarm system            Fire hydrants                                                          Fire isolated stairs                        Fire rated materials Fire windows                                           Mechanical ventilation   Passage ramps                         Path of travel to exits Smoke alarms                                     Smoke control systems         Sprinkler systems The Regulations require one as the building owner to maintain all safety fittings, equipment and safety features as well as those items listed as essential safety measures, (David, 2002). The Regulations require the owner to keep all annual essential safety measures reports, records of maintenance check, service and repair work records on the site for inspection by the Municipal Building Surveyor or Chief Officer and they also describe what the annual essential safety measures report should contain and that the owner or agent of the owner is to sign the Annual Report ,(David,2002).The Regulations do not go further than requiring the owner to sign off the Annual Essential Safety Measures Report and ensuring that the essential safety measures are maintained. The Regulations do not go to the extent of controlling business practices. Research Methodology Introduction The study will involve a comprehensive analysis of all the factors surrounding the concept of health and safety in the buildings and more so Times tower. All techniques that have relevance on the issue of safety will be evaluated extensively. In essence the research will involve the following parameters: Personal interviews Visiting institutions Case studies Field works Questionnaires Data collection from official sources Personal Interviews The study will involve the personal interactions with people in order to obtain first hand information on the concept. The interviews will be conducted in sequences where the respondents will be required to offer their opinions and perceptions on the various aspects of the study. The interviews will cover the other people in building and construction such as the commissions on structures and construction and the security personnel’s that are in place. Institutions The study will also involve the visiting of various institutions to collect data. The method of institutions was selected because it is easier to collect data from institutions than for the public. Majority of the institutional work will be done by visiting buildings and structures to access the safety measures in place. Case Studies A case study of the times tower has been slated to be conducted during the course of the study. The reason behind the use of the case study lies in the fact that case studies have the capacity to comprehensively study and analyze a given concept. Case studies are instrumental in the detailed analysis of data on a specific topic. These will be programmed in different time frames so as to bring diverse results. The results will then be analyzed comprehensively to come up with the real picture of the situation on the ground. It is through case studies that suggestions and recommendations will be made. Field Works Field works will be conducted so as to prove the authenticity of the data collected from official sources. Under normal circumstances information obtained from official sources tend to be biased. Incase such data is used in the analysis of the study then the research will be illegitimate, (Gary,2007). So field studies have to be conducted so as to collect ground information and compare it to the data from official sources. Questionnaires Some of the questions to be asked include: What are the safety measures that are in place? What has been the effect and significance of having these systems in place? What are the likely advantages of the chosen measures? Who governs the building and construction safety measures adherence? What would look like if these measures are not put in place as it is supposed to be? Thesis Statement Health and safety is crucial and it needs a lot of care and concern for the sake of the occupants and any external visitors. Due to this research is meant to find out the efforts made to ensure that the health and safety of the occupant is not threatened in one way or the other. To find out this one shall need to use the case study of Times tower in order to narrow down the research to ensure that the very essence of the research is achieved. Objectives of the Study The study seeks to address a number of issues. The objectives of the study have been set well prior to the study so as to ensure the success of the research. The objectives of the study are as follows: 1. To study the situation of Human safety in buildings a case study of times tower. 2. To explore the difficulties encountered by contractors in their effort to come up with a safe structure. 3. To analyze the efforts of government in ensuring the safety concerns are well looked at. 4. To identify other factors that hinders the efforts of health and safety in structures. Significance of the Research The significance of the study being conducted has already been established prior to the process In summary the study is significant in the following ways: It will bring out the real issues that do surround health and safety. Come up with recommendations that can be used to better the situation It will analyze and audit government programs to expose their failure or success Conclusions Health and safety is very crucial in any one structure and this makes it a matter of concern and to be taken care of, (Gary, 2007). This is done through the process of ensuring that the stipulated safety measures are adhered to in any one structure. In the case of times tower the outlined measures such as better air conditioning systems are put in place to support the other factors that are directed to safety of the occupants. Health and safety is essential in a building hence the research is directed at finding out the implementations of the measure that are meant too ensure that safety is not threatened.
