Aspect of focus in fire rescue, service management This proposal will focus on aspect of human resources skills in Fire Service Management. Specific focus will be on the integrated skills personnel training of human resources of fire rescue management. Thesis Fire rescue services personnel need to be integrated into terrorism and medical rescue services. General aims and/or hypotheses, The main three objectives that emanate from the above thesis are the following hypothesis. 1. Terrorism training will make fire rescue relevant in modern changing world 2. Medical emergencies emerge from burnt and injured people, and 3. First aid medical skills is prerequisite for all fire rescue incidents A brief information search on integrated skills training in fire rescue service management, terrorism, medical and other emergencies Many fire rescue services in the world are facing radical changes to the evolving risks of the worlds due to technological changes affecting people’s response s to risk factors. (US fire administration, 1998. p.26). The focus fire rescue services is now on the urban centres with crowded area due to electrical faults, faulty gas kitchen fires that spread quickly due to overcrowded town centres (Leonard, B. (1999, p.42.) Many local authorities have their own fire rescue services but there has been no serious integration as fire rescue services were the traditional pioneers in risk management. We must focus on the role of evolving role of fire rescue services and raise its calibre to high priority in the level of medical, terrorism, bomb scare and floods emergencies (FEMI, 1999. p.9) This means they need new skills to match thus evolved nature of their engagement with all types of emergencies (US fire Administration, 1998 p.26). This research proposal therefore takes the mantle to initiates serious questions integration into fire rescue programmes as well as terrorism rescue services training. (Leonard, B.1999 p…43) Factory owners and homeowners will no doubt support any action toward making emergency management at one roof due to terrorism concerns hence fire and rescue services management need to be part of corporate social responsibility(FEMA, 1999.p.12-15) However, merging operation or embedding all services to medical terrorism and counterterrorist measures as well as bomb security emergencies will mean new skills and multi- skills to integrate the personnel to new response mechanisms (FEMA, 1999. p.4-10). A commentary on the main issues related to integrated skills training in medical and terrorism emergencies for rescue personnel. That all governments have legislation on fire fighting mean also that funds are allocated for fire fighting but most often the accidents still occur due to poor integration of skills in rescue teams. Terrorist suicide bombers and big oil spill at coast of Mexico highlighted the need to train pilots for all rescue firms in integrated skills in sea fire rescue the private sector must invest in private air rescues and medical rescue all over the globe to assure people that wherever they tour there is air rescue services (FEMA, 1999). There is need to modernize the fire rescue to meet these new challenges for efficiency and effectiveness (USFA, 1998. p.75). Proposed research method/s The research methodology will involve mixed methodology by combining interactive sources with secondary sources of data collection.(Alsop, Bertelsen, F, & Holland, J. 2006p.127) it shall rely on the use of primary and secondary data as well as participant interviews and self-administered questionnaire . This will be used in collection of data from research sources in history of fire practices, medical rescue practices, and terrorism cases across the globe. This will be put in focus to emergencies on flooding, natural disasters earthquakes, wars interventions (USFA, 1998. p.75). Justification of this methodology in this research This methodology is justified in that it is the most useful method in getting to the consumers of the service. The beneficiary of emergencies are the communities hence their inputs and involvement will correctly confirm our hypothesis. The fire rescue service benefits the people and their experiences, favor the need for new skills integration for all personnel at fire rescue centres worldwide. Sampling and a discussion of potential methodological problems The study will use systematic sampling and participant interview methodology .we will divide the target population into strata using stratified cluster sampling in order to get precise results (Kumar, Arvid (2002p.44). This will be combined with self- administered interview questionnaires to the target populations across all age groups with a systematic focus on the age bracket of 18-35 years. The benefits of this systematic method of sample are to allow the researcher to tailor the review results at each stage of the sampling. We will then proceed to multi cluster sampling .The respondents why will be required to give their answers to specific questions of how the public will like the fire rescue team skills to be upgraded . The sampling will further be done acceding to age and demographic and level of education with a view to gauge the majority of numbers responses (Alsop, R, Bertelsen, F, &Holland, J., 2006. p.127). This will show that the majority of people support the integrations of fire service rescue skills with, medical departments as well first aid skills, terrorism functions and flooding and general risk behaviour practise for corporate and all employers. Data collection Data will be collected using questionnaire method administered to the target population or the sample .the following are the questionnaire primary questions. Secondary questions will be developed from the primary questionnaire as the study advances. THE FIVE PRIMARY QUESTIONS OF THE RESEARCH QUESTIONNAIRE 1. Should fire rescue personnel be utilised to help communities cope with emergencies as and when they occur regardless of whether they are fire related or not? 2. Do you think Terrorism training will make fire rescue relevant in modern changing world. 3. .is it true that Medical emergencies s emerge form burnt and injured people, at ire incidents? 4. Is training in First aid medical skills are prerequisite for all fire rescue incidents and other emergencies? 5. Should fire rescue personnel be trained to fight other general emergencies like floods? Data presentation Data will be presented in graphs. Tabulations, pie charts, diagrams and other modern presentation techniques. Data analysis Statistical analysis will de done using various techniques of statistical accuracy. These include percentages and averages as well measures of spread central tendency and deviation as well as advanced correlation analysis to gauge the different variables both independent and dependent variables, the analysis will take advantage of SPSS statistical package for social scientists. Research methodology problems and ethical problems The problems expected with this methodology with be uncooperative respondents, there respondent might not want to be interviewed. There will not be time as most of the respondents have very busy schedules Some questions to do with terrorism may note easy answer for many respondents fear issue to do with terrorism. The respondent may not like to disclose there actual ages. Some will refuse to be engaged in any form of conversation on risk related issues due to different psychological phobia on emergencies and related topics of discussion and concern. Proposed solutions for these research problems The main solutions will be for the researcher to be objective as possible and avoid emotional involvement in all these scenarios and professionalism in order to avoid all sorts of biasness, which always crop up especially in participant types of interview questionnaire methods. The self-administered biases are easy to deal with as they simply do not return the questionnaire .To deal with this problems we produce higher number of the required sample clusters to meet the shortfall in un- returned questioners and incompletes questionnaires. We can also do this in an easy way by use of interactive radio and televisions show s where our respondents call in and record their views verbally. These and other relevant alternatives solutions will be explored as the study advances to implementation of this research proposal. Cited Works Alsop,R.
