GOVERNMENT VERSUS PRIVATE SECURITY EMPLOYEES al Affiliation GOVERNMENT VERSUS PRIVATE SECURITY EMPLOYEES Introduction Security is a primary purpose of any administration and is usually a top priority as It is the way tranquility can coexist among the many citizens in the society. But the population growth rate of the countries is more than the number of security personnel that the state hires. As a result, not enough security personnel are there to take care of the citizens. Due to these inefficiencies, private sectors have formed security organs to aid in ensuring security is enough for the entire populace. Therefore, there exist two distinctive security personnel around institutions and around the society that includes but not limited to government security employees and private security employees. The two employees are managed and controlled by different organs, have diverse incentives and are limited to certain operations within the society. However, some scholars and researchers find no real difference between the two. They argue the environmental procedures, structures of their work, their roles among us and the decision-making process is similar to both. It is worthwhile to notice that, and I find some element of truth in their argument. But to what extent are they similar, I guess we will find out in the next few paragraphs, and I can swallow my pride and predict that they are not so many. Hence, the paper tries to examine the similarities and differences that exist between the government and private security employees. It does so by analyzing them through the legal, ethical and management in addition to economic perspectives of the two groups. Similarities between government and private security personnel Both the private and public security personnel are present among us. For instance, you enter a banking hall, malls major institutions and around our environment, they exist. Due to this numerous presence, they provide dual law enforcement to the society. Hence, the security of the general population is ensured, and the public is confident in their surroundings. The two groups also complement each other for security reasons. It is because; the government security cannot be present everywhere making the private security personnel to harmonize them (Joachim & Schneiker, 2012). Due to these complementary measures, both the employees provide a wider reach of security ensuring majority of the population are safe. Another defining similarity is the fact that both the public and private employees sometimes uses force when not required. This happens especially in events of a strike or trying prevention measures while restoring order. The two groups also work hand in hand in matters of investigations whenever crisis may happen. They provide information to the authorities since it is most likely one party may be around the scene of the event. Differences between the public and private security employees The two employees portray diverse differences right from the operation, legal and to economic matters. The difference overrides the similarities, and it is because they subscribe to different groups within the society hence representing divergent interests. First, it is more likely for the citizens to encounter the private security employees on a daily basis than the public security employees. It is because the private security employees are numerous in numbers and are well spread within our surroundings (Liivoja, 2012). We met them right from our doorsteps in our apartments, malls and many regular institutions we visit within the society. On the other hand, public security employees are usually few compared to their counterparts. Therefore, they are skewed within our community environment. Meeting them on a frequent basis becomes evitable and at times will only appear when necessary as such times of crisis. In most cases, the public employees are usually targeted with specific tasks as they perform their duties. Their duty is to ensure crime free societies. A free crime community is one that that actions of smuggling, robbing other people’s property or creating unlawful conditions for operations for other members of the society never exists. But since there is no ideal society, the public security employees ensure that these actions are reduced or controlled within the public set up. These policies of operations quit contradicting the private security employees. With the individual personnel, they are tasked with offering protection to personal assets and properties rather than take care of the general public. As a result, there is a distinctive feature of the two bodies. The training between the government and private security employees also differ. For the public security personnel, they undergo an extensive training conducted in stages as per the law of the country. They participate in vigorous exams and must undergo a background test out before they can be admitted. At times, they are even required to have a degree or certification in crime for them to be absorbed. Hence, they are more efficient than private security employees (Rejda, 2012). The individual employees thus find it hard to deal with or prevent crimes due to lack of know-how as they are merely figures of presence at the sites. Another significant difference between the government and private security employees is the legal limits between the two. The public personnel are allowed by law to use force during any unrests as long it is the last resort to make amends. In the process, they are also allowed to make arrests during crime events. All these are not allowed for the private security employees and if found committing them amounts to a crime punishable by law especially in the use of force. The management of the public security employees is by the government. They are compensated using public money in form of taxes hence they are held responsible for the society. Nonetheless, for the private security employees, they are hired by businessmen, organizations and individuals to take care of properties in most cases. Hence, they are liable to those who offer them salary than the society. (Meier & OToole, 2011). Finally is the economic difference between the two groups. For the private sectors, they are market driven and aspire to maximize economic profits and in the process, they reduce political control. On the other hand, public securities are politically controlled and follow the democratic values of any egalitarian state. Therefore, they are not profit oriented as the private security departments. Both the government and private security employee involve in daily activities. They patrol their area of operation on a daily basis. The two groups ensure daily movements within their specific locations. In doing so, they can use cars and other means of transport to ensure their environment is safe. Should anything happen, they are expected to provide evidence or information that might have led to the event occurring. When they fail to do so, they are assumed to have not been in duty and might face punishment. Another daily routine for the agencies is to report to their leaders’ every day known as the daily activity report on their respective sites. This report helps to determine if they were in duty or might have a scourged work. If they fail to so, punishment such as salary cut are usually reduced as they are perceived not to have worked. Future of the government and private securities The public securities are under pressure to provide for the security to the public while the private securities are also under tremendous demands to take care of the properties and assets. Hence, they are motivated by a common interest to the public. The two sectors thus have a high chance of working together. They have formed a community policing strategy that incorporates whole members of the society. This policy majorly relies on the private sectors. It is because of their proximity to the general population hence having accurate information of the happenings in the society (Joachim & Schneiker, 2012). Therefore, the government will majorly rely upon private and citizens to provide a better security measure to the public. Both the government and private agencies will be working together. The government is requiring to provide an excellent security to the population. In the process, they do encounter numerous problems. The problems include but not limited to increased population, low incomes that result to small budgets for the security provision. Due to this, they find it hard to provide for the security of the entire citizens and establish a sufficient security patrol across the regions. Since they cannot hire enough security personnel, they will collaborate with the private security employees (Egan & Anderson, (2015). Through collaboration, more security men are provided for that ensures security is sufficient.
