Strategic Action Plan for Hazardous Material release This plan provides the philosophy and guidelines for a propane leakage situation 2. The local agencies responsible for action are the fire department, the local authorities and any additional authorities who respond to the emergency. They provide a response to propane leakage based on the training of the responders. They should designate the incident commanders responsible for notifying the necessary authorities when the initial responders are unable to handle the situation.

They then identify the source of the leakage while protecting the people from distress through whatever means at their disposal including evacuation. They should condone off the area, deploy any necessary aid and start the decontamination process while also taking care of medical needs if necessary. 3. Risk assessment will involve the identification of the extent of the leakage in order to have the necessary counter measures in place. The source of the leakage, the nature of spread and containment procedures is stipulated herein. 4. Hazards analysis will involve the identifying any situations that can cause injury.

These are the materials within the vicinity of the incident area and the nature of the possible hazards that can arise. 5. Vulnerabilities are the situations that are prone to damage in the community following the leakage of propane. It should have the extent of possible damage, populations, damage to the people and damage to the environment that is likely to occur. 6. Threats are the imminent possible dangers as a result of close contact with propane. There needs to be identification of a means to take care of worst case scenario in case of propane leakage to avoid threatening discharge.

Situations likely to cause the most serious implications should be identified by the team commander and assigned necessary measures. Threats should be taken as possible damage to life and property. 7. LERP based on the conditions, occupancies, resources available and capabilities: These are tied to the responders’ ability to contain the situation. A determination of how to contain the situation is essential here. They should also devise an action plan by either not intervening and letting the incident run through or trying to confine the hazard through defensive means.

The manner to go will be determined by the previously assessed risk and the materials at hand. Not intervening should lead to a call for backup responses, evacuations and isolation of the hazard. 8. Helpful issues before the incident comprise of proper gear and training to handle propane leaks. 9. Helpful issues in the emergencies comprise of the first identifying the source of the leakage and other material within the surroundings. This will be necessary for ensuring threats are removed from the scene.

The extent of leakage will commence necessary medical procedures All the procedures taken by the responders should take care of the responders’ safety as this should not be comprised.
