 Project Management - A Project to Improve Multi-Agency Response to Road Traffic Collision through Joint Training and Exercises - Traffic collision or vehicular accidents increases the number of controllable deaths. On top of the increasing number of unnecessary deaths caused by traffic collision, inattention or disturbances that could affect the driver’s concentration while driving often leads to physical or mental injuries to themselves or other people around them (Johns, 2007). Several studies revealed that majority of traffic collision is caused by human factors related to intoxication or the use of cell phones while driving (Strayer & Drews, 2004; Strayer, Drews, & Johnston, 2003; Williamson, Feyer, Friswel, & Finlay-Brown, 2001). In some cases, other forms of visual or sound distraction such as the presence of billboard in highways or the use of loud radio could also promote road accidents (U.S. Department of Transportation, 2008). To prevent unnecessary deaths caused by traffic collision, this project initiation document will discuss the importance of joint training and exercises as a way to improve the multi-agency response to road traffic collision. Project Aim / Goal The aim of this project is to develop and implement a joint training and exercises programs that will improve the multi-agency response to road traffic collision. Project Objectives The following project objectives will be considered to ensure that the project goal is attainable: 1. To encourage the health care team (doctors, emergency care medical personnel, and nurses) to participate and work together with other related agencies like police department, traffic enforcement group, and the transport department in developing and implementing a joint training and exercise programs that will reduce the number of controllable traffic collision that happens each day; and 2. To educate the public about human factors that can contribute to controllable traffic collision and how to avoid vehicular accidents. Project Benefits This project will not only increase the public awareness concerning the public with regards to the primary causes of traffic collision, it will also serve as a means of reducing the number of deaths due to vehicular accidents. Since vehicular accidents related to traffic collision could create socio-economic and emotional problems on the part of the victims’ family and loved ones, the project benefits can be more than the cost of encouraging the health care team (doctors, emergency care medical personnel, and nurses) to participate and work together with other related agencies like police department, traffic enforcement group, and the transport department in developing and implementing a joint training and exercise programs that aims to reduce the number of controllable traffic collision. Project Costs Based on the work breakdown structure presented on page 4, the estimated cost of this project is £2,330,000. (See Appendix I – Summary of Work Breakdown Structure on page 8) Business Case Based on the World Health Organization (2002) report, the global death associated with traffic collision is roughly 5 million each year whereas physical injuries caused these vehicular accidents can be as much as 12% of the total annual deaths (Peden, McGee, & Sharma, 2010). On top of the large number of road traffic injury cases, between 20 to 50 million people who becomes a victim of traffic collision has suffered from serious physical injuries (Geetha et al., 2010). Since the annual hospital cost of physical injuries related to traffic collision is between $65 billion to $100 billion (Geetha et al., 2010), implementing the proposed project with a budget of £2,330,000 can be considered highly feasible. By implementing this project, the government will be able to save more people from going through the burden of paying large amount of money on hospital bills but also save the lives of thousands and millions of people in our country. Tasks As part of making the proposed project feasible, the first step will focus on gathering multiple agencies that will be appointed and required to develop and implement a joint training and exercise programs that will effectively prevent road traffic collision. In line with this, agencies that will be invited to participate in this project include the health care team, and other related agencies include the police department, traffic enforcement group and the transport department. Right after the official training and exercise program has been developed, it is necessary on the part of the government to make use of television, print, and radio advertisements as an effective means of communication tool when inviting the general public to attend the training and exercise program. Because of geographic disparity, this project will set different schedules for the training program which will be conducted in each region through seminars. During each of the regional seminars given to the public, the entire proceedings will be recorded on a video to allow more people to learn from the assigned speakers. Precedence Gantt Chart For this project, encouraging the health care team to participate and work together with other agencies will be conducted within the first 6 days followed by giving them a maximum of 8 days to develop an effective joint training and exercise program that is effective in reducing traffic collision. On the 17th day onwards up to the 20th day, involved parties will invite the general public to attend the regional seminars using television, print and radio advertisements. On the 22nd day onwards (except on Sundays), the group of multi agencies will conduct the actual regional seminars based on their assigned territory. (See Appendix II – Precedence Gantt Chart on pages 9 – 10) Staffing The health care team is composed of the doctors, emergency care medical personnel, and nurses. The rationale for including the health care team in this project is to allow them to have a better understanding behind the factors that can trigger road accidents. Since the health care team are able to have the opportunity to personally deal with the patients who are physically injured in a road accident, this group of professionals are considered highly qualified in providing the patients with necessary health teachings. Other related agencies include the police department, traffic enforcement group and the transport department. In any forms of vehicular accident, the police officers are required to conduct the initial investigation. For this reason, the police officers are highly qualified in participating in the development and implementation of training instructions that are effective in preventing traffic collision. The traffic enforcers and transport department are also among the few agencies that are somehow responsible in the management of road traffic. Therefore, these two groups of agencies can also be invited to participate in the project not only in terms of educating the public about the proper way of avoiding vehicular accidents but also to share their personal experiences on road accident prevention programs. Risk Management Plan The presence of severe weather condition could hinder the project team members from meeting the forecasted schedule. In case of extreme weather condition which is unlikely to happen, the team members will be advice to make use of information technology as a way of communicating with other team members with regards to the progress in the development of training materials. Through the use of information technology, the project leader can easily mitigate the risk of not meeting the proposed project deadline. Document Management Plan Filing of printed documents is useless in terms of preventing vehicular accidents. To ensure that more people will be able to view the events that took place in the regional seminars, the group of multiple agencies will record the event on a video.
