It can be defined as a planned, organized, and methodical utilization of institutional, technical, scientific, industrial, perfunctory resources to lessen the time and shock of incidents, and enhance the safety of victims and motorists, and car riders on the highways in case of road incidents.

It gives training to its security personnel who have to work on the Incident Command System. It also collaborates with National Incident Management System for the safety of the people. (Kirk M.             Emergency Operations Training System provides systematic, time-bound, and practical incident management training in a very fulfilling environment. It uses reproductions of arts and information technologies to teach and supervise incident managers, executives, administrators, and military employees to deal with huge-scale disasters by working through an amalgamated approach of command.
