Critical review of literature The privatization of the healthcare services including the homecare services has been ongoing since 2007 in UAE. The privatization has seen the establishment of several companies that provides home care services to the elderly and the children. This includes the local as well as the international companies with adequate expertise. The quality of services has improved as the private companies unlike the public sector highly value their reputation. The private companies are keen on providing high quality services to the clients while at the same time make profits (Kalhor, 2012). In the past where the government enjoyed a monopoly in terms of providing services, the quality of services was not good enough. Several cases of the elderly being mistreated were reported. Most of the families used to take their loved ones to the major facilities abroad before the privatization. However, this has changed and more people are coming back since the can obtain high quality services locally. Since 2007, the country has also been experiencing an increase in the number of medical tourists as a result of the privatization. The investment in the sector has also experienced a considerable growth. The private companies are pumping in more funds with an aim of improving the quality of care. Dubai based organization Gulf Capital recently completed a long term investment at Amana Healthcare at a tune of $ 25 million. The investment was carried out as a result of the privatization policy. Other foreign companies have also increased their investments in the sector. Some of the foreign companies the foreign facilities that offer Homecare services include Provita and Cambridge Medical and Rehabilitation Center (Ajlouni , Dawani & Salah, 2015). TVM capital has also invested heavily on Manzil Health Care Services which provides high quality home care services. The focus of the public hospitals has changed as a result of the privatization. More focus is being placed on the long term care which is carried out in association with the private facilities. The private companies that have currently invested in the market are not facing a lot of competition. This is because the number of private facilities is still low as compared to the other countries. Privatization has benefited the government in the United Arab Emirates. The huge investments made by the private companies have led to a reduction the government spending on the sector. The budgetary allocation by the government in the sector has been reducing since 2007 as the private sectors is playing an important role in investing in the sector. The funds are therefore being used for other development purposes. Privatization of the services has benefited he government as well as the clients (Kalhor, 2012). Most of the clients are in support of the privatization process due to the quality of services that they receive. The levels of professionalism have also been enhanced as a result of the privatization process. The public facilities have also benefited from the privatization process. In the past, the public facilities usually to receive a high number of people and it were at times difficult to offer quality services due to the overwhelming demands. The pressure on the employees was high due to the overwhelming demands. The privatization of the services has a lot of benefits but it is also facing some challenges. The focus on profitability by the private facilities has seen an increase in the cost of care. It is only a handful of people who can afford the services being offered at the private facilities due to the high costs. This makes the process only beneficial to a few numbers of people in the country. Those who are not financially stable continue to visit the public facilities and hence not benefiting from the privatization process. The commercialization of the sector has also seen the organizations concentration more on the business aspects as opposed to the provision of services (Health Sector Report, 2009). Those who cannot afford the services cannot be admitted at the private facilities. The number of facilities is also on the increase which may lead to more increased supply in the market. This has a long term negative effect as it will lower the quality of services. Methodology In order to answer the research question, the secondary sources of information will be used. This will involve the use of books, journals and the internet sources. Only the recent and credible sources will be used to obtain information. Comparisons will be among the sources to ensure that the information is accurate. Only the articles from 2007 will be used as the information required dates back to 2007. High levels of ethics will be maintained during the research during the research. All the authors whose articles have been used will be acknowledged through referencing and plagiarism will be avoided completely.
