Virtual criminal justice alliance Qstn Summary of the problem assigned to the group. The problem that was assigned to the groupwas that of getting the best way to collaborate different agencies using their role in the society to come up with a solution to the Very bad bike club (VBBC) menace. Also how the different agencies approach and mitigate the problem caused by the VBBC. Each group member was assigned a role as one of the five members of the Chief’s team which represent criminal justice components for which they serve as their advocates. Each of group members was to embellish on the character of the person they are assigned and play that role to the fullest. Coordination and communication were expected in coming up with a solution to the VBBC problem. Qstn.2 A. Traditional role of Law enforcement agencies in dealing with the issue. Law enforcement agencies provide effective police services to citizens and the community, through community projects and positive police presence. They work with other criminal justice agencies to ensure the safety of the public. Crime can be reduced if the police and the citizens have a good understanding and trust. Community policing should be a main focus in any law enforcement agency (Carnwell, 2008). Police work also involves detaining and arresting of citizens who break the law. The officers follow leads and create the link between the crime and the criminal who committed the crime. Law enforcers also have a committed role to assist the judicial system that process cases through the justice system. They also has a responsibility to help monitor those who have been tried and sentenced in the system. A police force should perform annual training on basic police policies. Evidence collected through surveillance and undercover work, together with the collaboration with the community will be enough to arrest and prosecute active participants of the very bad bike club. Prosecution of the club members is critical in dismantling the illegal activities of the club. Swift justice is needed in the prosecuting office instead of long term sentences for the complete dismantling of the VBBC. Additional training on several police procedures; in particular probable cause procedures, will help in bringing down this club. Additional training is an essential part of sustaining quality professional abilities. Outside sourcing can create a better approach to a collective effort. The ability to brain storm and formulate avenues that satisfies the interest of each party is necessary when each party doesnt have the same goal in mind. The correctional facility may need corrective training to enhance their abilities stop the VBBC to operate successfully while incarcerated. Finally the need for strong relationships between departments is critical in the criminal justice field. B. The Court’s traditional role in dealing with this issue. The courts play a major role in bringing to book the active members of the very bad bike club, but there should be constant collaboration between the other criminal justice agencies and the courts. Information should be shared freely and at the same time cautiously. This ensures that each case is being looked at adequately. The three branches of government, i.e. the Congress, the judicial branch and the executive branch all work together to include the efforts to help the judicial branch to function properly. An effective court will address the needs of all people as it is generally the basis for providing the protection society needs( Lairiimore, 2011). It governs the laws that police enforce as well as create or modify laws necessary to target what may be societal concerns. Courts decide which inmates goes to which correctional facility. These two institutions should work together to ensure better placement of inmates, so as to lower both of their case loads. A judge should decide the best suitable methods are for the offender after being sentenced. In the Case of VBBC Chief Moore should provide the prosecutor with evidence that is crucial in prosecuting the club members. The prosecutor may also get some members of the club to accept the plea, and also get them to cooperate in efforts to convict the members who hold more power like Robert “Buddy” pole, who is VBBC’s president. A prosecutor ordinarily relies on police and other investigative agencies for investigation of alleged criminal acts, but the prosecutor has an affirmative responsibility to investigate suspected illegal activity when it is not adequately dealt with by other agencies. He should also have a proper fall back plan in case the prosecution does not go as planned, or there is no enough evidence to prosecute fully. C. Private Security’s traditional role in dealing with this issue. The private security field, provides personnel, equipment and/or procedures to prevent losses caused by human error, emergencies, disasters or criminal actions. Private security and public law, prevent crime and disorder, identifying criminals, and ensuring the security of people and property. They also provide a variety of services, investigation, armored transport, correctional facilities management, systems integration and management, security consulting, pre-employment screening, information security, and others (Caine, 2014). Communication between private security and the police can minimize response time for crimes in progress and also reduce the number of calls for service for situations such as false alarms in nonemergency situations. Additionally, private security helps in sharing intelligence with law enforcement, which may include providing timely and regular reports on suspicious activity and other behaviors of the Very Bad Bikers Club. Private Security Officers (PSO), may provide offender transportation, prison grounds surveillance, canine support, etc. They may also provide a service as private security organizations offer training for correctional officers and staff. Collaboration with local law enforcement, and other entities of the justice system always yield effective results. Having skilled and trained Private Security Officers will lead to different law enforcement perspectives thus reducing crime in Virtual City. Virtual Security Force could reduce the burden of cost, as well as officer coverage for the Virtual Police Department, by offering both Institutional and Community Based Correctional Services. D. The role of community corrections agencies in dealing with the VBBC. Community-based corrections agencies, are critical components in the criminal justice field. An appointed representative, or probation officer, would not only supervise the fulfillment of the court’s appointed conditions, but also assist in the needs of the offender for example simple moral support and mentorship. In a parole program is designed to allow the criminal an early and smooth reentry from the prison lifestyle into the outside community. The role of the program would be to not only monitor the criminal to ensure compliance with all the court’s stipulations. The probation and parole officer must have the best possible plan for their rehabilitation process. There should be periodic reviews of case files and interviews between the officers and the offenders. Parolees must discontinue any further contact with other known criminals, maintain distance and abstinence from drugs, and do not commit any new crimes. Changes should be implemented in the management of these agencies to prevent parolees from communicating with other criminals. The overall budgeted amount allocated to parole and probation programs should be increased, so as to reduce strain on the officers who are in charge of these programs. There is also need for increased specialized supervision and rehabilitation activities, since offenders now being released into these programs have generally gone from the traditional lower-risk person to those higher at risk to society. Court should also designate conditions that are not very strict and leave room for the assigned officer to make any needed or discretionary modifications. This leaves the officer in more of a role of law enforcer and gives them less of an opportunity to make changes that could benefit the offender. Community-based corrections agencies should also help look for employment agencies willing to help locate and connect parolees to businesses in need of laborers which could provide the individuals with non-criminal options and interests that before was unknown to them. A healthier teamwork and communication could benefit not only the agency, but all the criminal justice agencies and improve their service to the surrounding areas. Qtn. 3 How the group come together to identify solution to the problem. While sticking to their role as advocates and representatives to their respective agencies, the group comes together and debated on the possible strategies they could apply in their respective department that could help get rid of this gang once and for all. This collaboration would supplement the Virtual police department with extra resources that they can use to easily penetrate into areas designated to other departments and ensure that members of the VBBC are all prosecuted (Robert, 2014). For instance since the group members belongs to the chief prosecutor criminal team, they will aid the Virtual police department in ensuring that any member of the VBBC team who is arrested is rightly prosecuted and put into custody. Also each member should ensure that they are not left to go out on bail without tangible reasons because any single minute they are allowed to tangle with people, they pose as threat to the society. Likewise the group can also discuss about the most effective change in policy in their particular department that can assist in ensuring that all these gang members are apprehended and they give information that can lead to the arrest of others who are walking Scott free. This will assist the virtual police to get relevant information that will help them understand the gang’s pattern and develop the most effective strategies they will use in breaking them. This will also lick the names of the big wigs in the gang leading to their apprehension as a result paralyzing the activities of the gang. From this, the group will assist the virtual police department in getting rid of the VBBS without steeping out on their role as representatives in their respective agencies. Also the group are obliged to clearly outline their jurisdiction when the departments come together so as to enlighten the members on what they are allowed to do and what they are not allowed to do as per the constitution. This will make it easier when duties are being delegated because no agency will be given a role that is beyond their jurisdiction and that performing would be a breach of the constitution. Also this will reduce the possibility of a clash between roles delegated to different departments because they will be clearly distinct depending on their command. Qstn 4 Description to the solution of the assigned problem After the meeting it was outlined that the main goal of all the departments is not only to ensure that there is an end to the reign of VBBS but also to ensure there is an end to the victimization of innocent citizens (Caine, 2014). Moreover it was recommended that for there to be success, each agency had to embrace the role they were given and ensure that they implemented them effectively. This was agreed upon and signed by all the six agencies that had sent representatives to the meeting headed by Chief clayton. In particular each agency was assigned an obligation that will lead towards a solution to the problem being discussed. For instance the virtual police department was left with the obligation of searching, arresting and putting into custody the members of VBBS. They were encouraged to cooperate with the other departments who would provide relevant information and contribute ideas before they could make a move that could make a difference. The chief criminal prosecutor team, which almost all the group members belong to, were given the responsibility of ensuring that all the members of the gang who had been arrested and detained by the Virtual police department are prosecuted and detained in prison. They were also requested to acquire and report any relevant information that might lead to the detention and arrest of the other members of the gang. The other departments including: correctional facility, parole department, and private security company were encouraged to provide an environment that can enable the virtual security forces to penetrate deeper into places they could not earlier reach. They were also encouraged to search and submit any relevant information that would lead to the arrest and detention off the members of the Very Bad Bike Club (VBBS). Conclusively, the problem that was assigned to the group was that of getting the best way to collaborate different agencies using their role in the society to come up with a solution to the Very bad bike club (VBBC) menace. Most of the group members belonged to chief prosecutor agency. The other agencies include the Virtual police department, correctional facility, state department parole and private security agency. After the meeting it was recommended that the only solution to the problem would come only if the entire agencies come together and helped in getting rid of the VBBS menace.
