Policy Process Health care are institutions that provide medical to individuals and communities at large. They are meant to provide the society with a better and strong society. Caregiver on the other hand are people who help the people in their own capacity. These are people who provide direct care to the victim. The same can be in any manner and goes beyond medical care. They provide home and shelter to the orphans, or the old aged people, they provide them with basic facility with respect to food and clothes and related care. A direct caregiver is a person who feels responsible to the society, but even with the humanity they show they are not doctors and experts and that is why they lack the resources to provide the victims with direct facility. Healthcare are institutions that can provide them with the assets of these resources and help them give a better care to the individual. Caregivers are restricted with resources, but if we have strong healthcare centers that would provide other facilities than only medical care this would improve the overall society. Policy needs to be formulated where the caregivers are given the proper education on first aid and related medical care and at the same time they could also with helped with resources and equipped instruments. A healthcare unit where these people are not only given medical treatment but at the same time they are also aided with monetary and material resources. Objective The main objective of the paper is to provide the society with strong healthcare institutions that can aid the people who are caregiver. These people can than provide their services through these institution, We need to build a strong network of healthcare centers which will provide caregivers a place to freely and openly assist the institutions to help the people who require these facilities. Formulation Organization needs to work with a new scope of interactivity, where the caregiver can be given a world of information about sustainable health that one can navigate themselves. These information could not only provide and equip the caregiver with basic medical and other care but would also help them to further investigate and learn in depth about the subject. The healthcare units can facilitate themselves with state of the art libraries and academicians which would provide the latest and updated information [Pet14]. In this regard other organizations like NGO can be used to gather the information, these healthcare along with other private organizations can actively help the society at large to be better caregivers. Either these care is related to orphans, or old, or any sick and ill person. There are many diseases that require close check at all times and these have to be overlooked by professional caregivers who know the basic information about the disease, symptoms, how they are aggravated and how they can be medically corrected before the patient reaches to a proper healthcare unit. It has been reported that personal and financial care provided to parents have increase thrice over the last 15 years [Fam14]. These include people who are working or non-working. There are organization like National Alliance for care giving, which are focusing on family and other care issues. These organizations were created to develop national programs and to conduct research with respect to the increasing caregiver demand of the society. The healthcare units along with caregivers can study the current trends in the market and create innovative policies. These issues can be highlighted through research and surveys that can be conducted online and on different medical ventures. Once the research is completed by direct interaction with the people the units can further develop a strategy of information and equipment that is required. At the same time they can also mark the requirements required to hire employees and employers and identify organizations which work for the similar goals. The information can be gathered from the experts which will include people and organizations from professional/nonprofit associations, financial industry, healthcare providers, insurances, media, pharmaceutical and healthcare units. These would further assist them with the requirement of funds and the places where they can manage collecting them. Patients require therapy and rehabilitation and it was reported in one of the studies that 78% of the of the help was received from a family caregiver in activities of daily living and routine [Hol00]. It was also noted that people were more comfortable getting care at home, they had a higher level of satisfaction. In other cases there are many instances where people are discharged from the health units but they require constant care at home, but caregivers are not completely equipped with the information. Legislative These reform require great support and help from the government and strong private organizations. It becomes responsibility of the government and other health care private organizations to provide the basic information online, these information should be real time and self-explanatory, these should be uploaded for the ease and convenience of the caregiver. At the same time proper resources should be provided to train and educate the people who are interested in learning in depth about the subject. These reforms does not only require us to equip the people with basic care giving information but at the same time allow them to practice on human being who are the affected victims. There are certificate issued to people who take the course and pass the exams, written ad practical, and that why they need the acceptance and permission by the healthcare units and the organizations to work at the place, along with all the risk that comes with them. These people are not doctors but they have to treat the patient with the basic medical help in the absence of a professional doctor or till the time they reach to a suitable hospital. These people have high risk of and require official acceptance from the government to validate their diplomas and certificates. Implementation These reforms can be only be implemented if the people have the resources and motivation. This would help increase the commitment of the caregivers to the patients, would increase the coordination and would decreases the chances of the patient being further damages due to lack of medical facility in time. There should be system delivery reforms, education and training, long-term care programs and quality improvement studies and reports. Patients can be well treated at home, these would also make an impact on the insurance reforms especially for those who cannot afford expansive insurances for their families, this in return would impact the family in many other ways. These programs should be given much importance in terms of implementation because they have far reaching impact on the individual and society at large and would provide many people with the basic health facilities and would improve the overall health of the nation.
