Juvenile Offenders (Research Proposal) Introduction Juvenile offender is the illegal act or behaviors performed by a person who is younger than the constitutional age. Most jurisdictions have different criminal law regarding the way a person should be tried as a juvenile. For instance, in most serious offences such as murder cases of rape, a juvenile maybe treated as an adult, but this depends on the circumstances in various jurisdictions. Most juvenile criminal court systems are more concerned on rehabilitation rather than punishing the juvenile criminal. The increased numbers of juvenile offenders have created tension because of the rapid increase of juvenile cases in many states. This calls for serious attention; thus, there is need for reforming the criminal justice system in order to reduce these problems. Thesis: Despite the increased rate of juvenile offenders in the current society, offering effective intervention programs and reforming the juvenile criminal justice system will enable the state government to reduce cases of juvenile acts. Juvenile Offenders I understand that juvenile offender is a person under a certain age usually teens under 18 years who has been charged for criminal offense. My knowledge on juvenile offenders results from the introduction of the subject of criminal justice system in the class. Admittedly, there is a lot that I have not known about juvenile offenders. Therefore, there is need for me to carry a lot of research on this topic and analyze the view of others from other previous research in order to understand their perceptions toward this topic. Research Questions 1. Who are the juvenile offenders? 2. What problem or impact do the juvenile offenders cause in the society? 3. How will the government reduce cases of juvenile offenders in the current society? 4. What necessary steps that could be carried out in order to instill ethical behaviors among juvenile in the society? 5. Is the juvenile criminal system reform and intervention measure a fundamental aspect towards reducing juvenile offender issues in the current society? 6. What works, what does not and why during the policy implementation programs in the juvenile justice system process? Research Methods I plan to use both primary and secondary materials to research on the topic. I will search the literature materials in the library, online book, articles Internet and websites to gather adequate information about the topic. I will research information by using qualitative and quantitative research design methods in gathering adequate details about juvenile offenders. For instance, I will carry out survey, use case studies and interview or distribute structured questions to varied participants. Time Line Week 1: Find more books about juvenile offenders from the school library and finish the annotated bibliography. Week 2: Finish researching online articles and books. Start outlining research paper. Week 3: Try to make a detailed outline. Week 4: Finish working on a detailed outline and start a rough draft. Week 5: Work on a rough draft and present the work in a formal way. Week 6: Continue working on the final copy of the research work. Week 7: Work on the final draft and edit the work. Week 8: Hopefully finish the final draft and hand it in. Reasons for Choosing the Topic and it is Significant I choose this topic because juvenile offenders have increased across the globe; hence the need to reform the criminal justice system. The national report statistics report revealed that more than 14 000 school-aged are arrested annually and charged or cautioned by police for varied criminal offenses (Mickelburough and Buttler pr.8). Moreover, millions of juvenile cases have risen across the globe; thus, there is need for reforming the justice system. Therefore, this topic is significant because it aims to educate the mass and recommends the state government to employ effective intervention measures, as well as, reform the juvenile criminal justice system in order to reduce juvenile offender issues.
