Associate Justice Lui Goodwin assumed office recently, precisely on August 31, 2011. Associate Justice Florentino Cuellar is new in office after he was sworn in on January 5, 2015. The unconstitutionality of sign ordinances can be challenged when the posting of signs fails to impede the flow of either vehicular traffic or pedestrians (Smith 24). Admittedly, posting campaign signs on lampposts and utility posts does not impede pedestrian and vehicular traffic flow in any way. Therefore, the court will consider whether the sign ordinance fails to provide free speech even when posting the signs does not necessarily impede the flow of traffic and pedestrians along the streets.
