Studies have indicated that there is a strong positive correlation between reading ability and social and economic achievement, and therefore, failure to develop fundamental reading skills is in a way detrimental to a child’s likelihood of success in life in future (Ax 2004). In January 2003, concerned by too many children falling behind in the public schools, and the consequent requirement for identification and support to this student, the then President of U.S. George Bush implemented the No Child Left Behind (NCLB) Act. This compelled the public schools to restructure and improve their education system (Johnson 2008). The NCLB Act, 2003, ushered a significant education reform, which stated that state-wide testing was mandatory to assess yearly progress (Assessment of Yearly Progress: AYP) of the state’s public schoolchildren. In the State of Georgia, the test is called the Criterion Reference Curriculum Test (CRCT) is given annually in the late spring of the year. The CRCT test assessed the performance of students in such areas as reading, writing, mathematics, and science for third rodent-graduate students.
Currently, a problem exists in a fourth grade classroom at ______________________ elementary school located in ________________ County in Georgia. Students are not meeting or exceeding expectations on the Measure of Academic Progress (MAP) tests. These tests are given during the fall, winter, and spring of the school year. In the year 2010 _______ % of students of _______________________ elementary school were found to be not meeting the expectations on MAP tests. Prior to this, in the school year 2009 and 2008 _______% and __________ % of students of the school were found to be not meeting the expectations on MAP tests. This is a cause of concern as the MAP scores are used to predict whether students will pass or fail the state-wide Criterion Reference Curriculum Test (CRCT) which is given annually in the late spring of the year. Fall and winter MAP scores below 185 indicate that the student does not meet the reading standards assessed on the CRCT. Fall and winter scores that range between 186 and 208 indicate that the student meets the standards assessed on the CRCT.
