This paper examines the adoption of an electronic data entry program in the public prosecution in Abu Dhabi, this is in line with the implicated benefits and the risk factors accrued. The Move to Adopt the Use an Electronic Data Entry Program in the Abu Dhabi Public prosecution System The government of the United Arab Emirates was keen to identify that ideal efforts in the progress of development required the adoption of electronic services. This pointed to the introduction of an electronic data entry program in the Abu Dhabi judicial system in the year 2001. With the adoption of this program which immediately started assuming a number of responsibilities a number of benefits were cited. The benefits that emerged with the adoption of this electronic program pointed to the efficiency with which the program made it possible to handle a number of responsibilities in the judicial system. The program made it very easy for reviewers to handle prosecutions. This was possible through the ease with which it became possible to file and at the same time retrieve files. With the former manual system of filing, the system operated with the use of file numbers which required the users to go back to the source of the file to locate its exact number. With such a way of filing, it took a lot of time and energy for one to retrieve a file initially kept within the judicial system (Al-Mudhareb Para. 1). The use of an electronic data entry program translated in to a very fast way of filing that would only call for a touch of a button to retrieve a file. Reference to the files when need arose was made very fast with the adoption of the electronic data entry program. The use of the program has also translated in to much enhanced forms of communication among the staff members within the judicial system. It has now become very easy for the staff members to send various files among themselves when need arises (Al-Mudhareb Para. 1). This has also seen the emergence of the ease with which security can be upheld within the judicial system with regard to the deletion or alteration of any contents of the files that the system is held with. A number of the staff members within the Abu Dhabi public prosecution system have indicated that the adoption of this electronic program has made it possible for them to deliver all the statistics accurately. Such beneficial data can only be captured and effectively maintained within an electronic system. Such electronic programs if adopted within a judicial system are ideal for the creation reporting and tracking of court records. Such a program within the Abu Dhabi public prosecution system stands to foster the manner in which a number of cases will be monitored by both the courts the general public and the various litigants (Al-Mudhareb Para. 1). Such a way of monitoring cases would be possible for all clusters of cases within the judicial docket in the country. Such programs have been found very helpful and at the same time pervasive within the United States of America and are considered as a very vital aspect of the ideal management of the public prosecution docket that any country can adopt. The adoption of this program within the Abu Dhabi is highly acknowledged by the United Nations (UAE- Ministry of Justice para. 9). Major ways through which the adoption of the electronic data entry program would facilitate management of cases within the Abu Dhabi Public Prosecution system The proper adoption of an electronic data entry program would make it possible for judicial system to effectively cut down on the cost of litigation and the resources that need to be allocated to each of the many cases. With such a program, the courts would be able to frame their systems as per the needs of the case. Among the major benefits of the adoption of this program include the creation and preservation of very easily accessible case records. With the use of such a program, the filing of documents is made effective and so is the storage of a number of paper documents. Such paper documents can be scanned and appropriately maintained with the program. With the involvement of the general public, such a program stands to foster transparency which fosters the confidence of the public in the level of integrity held by the judicial system. The use of an electronic program would also make it possible for the judges to readily identify cases that need attention. This is based on the fact that the program makes it possible to quickly generate reports. Such reports may point to cases that have are almost being forgotten and those that need urgent attention. The program would also make it possible for the judges to receive orders and respond to emerging status reports in good time. With the adoption of an electronic data entry program judges stand to be highly assisted in the settlement and rendering of decisions. This is because such a program makes it possible for the judges to access the required legal information with ease whenever they need to decide on a case. With the use of such a program, not only would files be catalogued appropriately but also legal research would be easily conducted by the jury. The portability of legal files would be highly fostered with the use of the program. This program would also accelerate the rate at which the resolution of the various cases is upheld (UAE- Ministry of Justice para. 9). With the use of electronic data entry programs, the appellate review would be highly facilitated. Majority of the appellate decisions need various judges to simultaneously access and file the records. The use of such a program stands to greatly foster the ease of transferring files from one court to another. Such a transfer initially needed the use of clerks to assemble and later transport the cases. With the use of an electronic data transfer system it is possible to identify and at the same time track the merging trends of cases. Such management has been possible with the use of programs like the electronic case filing system which offers a variety of computer generated tools (UAE- Ministry of Justice para. 9). The Implicated Negative Aspects of the Use of an Electronic Data Entry Program in the Abu Dhabi Public Prosecution System With the various benefits that the adoption of the electronic data entry program stands to offer, there are also a few side effects. Technology is an aspect that is very vulnerable to change and the emerging trends in computer technology seem to be tremendously changing the globe on daily basis. This point to the need for any system that has incorporated such technology to remain updated so that it is not be left behind with such changes. It is also unfortunate that the new changes are not effectively designed to accommodate old models of the same technology. This makes an institution that had adopted any of the former technology to declare it redundant as it seeks to cater for the adoption of new and fitting technology. The use of such programs will thus push the judicial system to be installing new systems as they emerge on the market for it to fit in the electronic technology. This is an aspect that is feared to be such a great expense. Other than the need to stay ahead of the emerging trends in technology, the adoption of the electronic data entry program also calls for the need to adopt very efficient security measures. This is more so in respect that such a system may easily be accessed by various users. The public prosecution system is highly sensitive and with the need to foster transparency in the wake of such a program, there comes the need to highly protect the security of data. Such security can only be afforded at a very high cost (Reagan 154). With the move to adopt the use of an electronic enabled program, there emerges the problem of constant interruption. This is because the program is used by a very large group of people at the same time. Those trying to access information of the judicial system would range from the jury, the general public and the international community at large. With such a large number of users, the system may seem to favour some time of usage and fail due to over usage where various users are logged in at the same time. However the implicated negative effects of the use of the electronic data entry system are not as many as the benefits that are bound to be derived. Such negative effects can be effectively managed with the use of ideal policies and the proper budgeting to cater for any emerging extra costs (Diane Publishing Company 574). Examples of Electronic Data Entry Programs That Are Ideal For the Abu Dhabi Public Prosecution System The electronic case filing system (ECF). This is a system that offers a variety of computer enabled tools. On logging into the system, it becomes possible to file petitions, motions, opinions and orders. With the use of this system, it is possible to have copies of the various documents effectively distributed to those affected. The service provision is automated and very instant for every log in. With such a system, cases are electronically filed such that they can never be removed from the system. The transfer of cases from one court to yet another also becomes very possible with the use of this system. The system has an internet connection with standard hard ware; all filing is done in the portable Document Format. The general public can access files filed by this program using a soft ware called a PACER. The chamber electronic organizer is yet another important program (UAE- Ministry of Justice para. 9). This is a new data entry program that offers filing in very large volumes. This program makes it possible for various users to access the files at the same time and also foster electronic scheduling of court procedures. With this program, courts are able to effectively monitor cases and subsequently prepare for their respective hearing (The Bureau 123). Conclusion The move to adopt the use of an electronic data entry program in the public prosecution system within the Abu Dhabi is a very beneficial venture. With such a system in place, the judicial system is bound to highly improve its efficiency. The shift from the manual manipulation of cases to the electronic management has seen a number of tremendous benefits in the US judicial system from which the Abu Dhabi should copy from. Such a program stands to foster the transparency and the level of integrity within the judicial system since the general public can actually bear witness to the various undertakings in the courts.
