Proposal Name Institution The Impact of Human Resource Development in UAE on Work Force; both Men and Women. The Problem Statement This study will try to examine the impact of human resource development in the UAE on the workforce. The study will be based on employees in the UAE of both men and women. An attempt will be focused on how the use of organizational development, training of the workforce and career development has affected men and women in the workforce. Major changes are happening in the world today, and more specifically in the workplace. The workplace today is demanding a higher grade when it comes to skill and knowledge from its workforce. Closing this skills gap among the workers has been a completed issues yet very imperative for both the employers, the employees, the policy makers and even the public. Human resource development covers the major part of ensuring that the workforce is equipped with the skills it requires in order to increase the human capital. The 21st century has experiences economic, institutional and operational changes. Competition among companies in the UAE and organizations is determined by who is creative and who has the most innovative ideas. The days when the people who owned the most natural and financial resources are gone. Organizations today are relying on the human resource development to bring expertise in their place of work. Background of the Study Human resource development is the process of developing or rather unleashing human expertise through personal training and development, organizational development in order to improve performance. The impact of performance experience at the organizational, individual and process level[Swa95]. The human resource capability can be used to create capabilities that contribute to a climate that can continuously identify, nurture and use the capabilities of people. According to Leonard Nadler, human resource development was first introduced in 1969 in a conference which was held in the U.S. He defined it as the learning experience meant for a specific time and meant to result to behavioral change. It is the focus of human resource development to ensure that an organization can achieve its goals through the use of training the workforce. The growth of UAE which lies in the south-eastern of the Arabian Gulf and which was established in 1971 has been phenomenal. The UAE believe that, the introduction and the implementation of new managerial models result to positive outcomes in their organizations. According to [DrD09] , almost all the employed people work in the public sector, this is because the salaries from the private sector cannot match the wages in the public sector. Entrepreneurship in the country is limited since most of the people are not involved in the large segment of the economy. Women still participate in the workforce although they are still expected to prioritize child rearing[Wil01]. General Objective The overall objective of the study is to establish the impact of human resource development in the UAE in the workplace. Specific Objectives 1 To establish the importance of employee training in human resource development in the UAE 2 To investigate whether human resource development contributes to employee productivity in the workforce 3 To examine the impact of employee development as a result of human resource development 4 To investigate the impact of human resource development to the organizational culture 5 To examine the contribution of human resource development in managing change in the workforce. Research Questions 1 What is the importance of employee training in human resource development and the impact it has on workforce? 2 Does human resource development contribute towards employee productivity in the workforce? 3 What is impact of human resource development towards employee development? 4 What is the impact of human resource development on the organizational culture? 5 Does human resource development contribute to managing change in the workforce? Literature Review Human resource development plays a vital role in the creation of high performance in any organization. It focus on developing the human workforce to be effective in order to be able to achieve the organizational objective. The concept of human resource management It is a process through which an organization develops its workforce in order to; acquires and nurture their capabilities which are required to perform activities which are associated with their present of expected goals. Secondly, to develop general capabilities as individuals in order to be able to exploit their inner potential. Thirdly, to develop and organizational culture in which the relationship between the supervisors to the subordinates is cordial and hence teamwork and collaboration is achieved. The functions of human resource development is to develop humans. The concept of development does not only cover individual but the units in the organization too. The entire department in all the organizations should be covered by the development. This is an organized way, through which organizations provide development and ensure that there is quality of new employees and also the existing ones. It is a systematic way of learning in order to acquire skills and improve one’s capabilities. Human resource development is gaining and increasing and critical importance in organizations[Gol02]. Productivity through human resource development in the measure of output per unit of input economically. Various researches indicate that, productivity in the workforce can be enhanced through significantly training the employee. This is a function of the human resource development. The organizational culture is determined by the stakeholders of the organization. This are particularly, the workforce. The benefits of human resource development to an organization are; to systematically support and plan the organizational mission, to achieve organizational goals through achieving capacity, to clearly define each employee responsibility in the organization, to make sure that there is equity between compensation and responsibility , to increase the ability to manage change , to increase the level of performance and efficiency in the use of skill and knowledge and to enhance cost saving and efficient production. Methodology A quantitative approach will be used to quantify the incidences in order to describe the current conditions and investigate the relationship which exist between human resource development and the workforce using information gained from questionnaires. The qualitative approach will be used to explain the events and describe the findings using interviews and documentary analysis. The target population will be employees from the major organizations in the UAE. The study will also use purposive sampling whereby the sample will be selected using stratified sampling method which is meant to bring a greater exactness. The data collection method will be through the use of questionnaires and interviews. The researcher will use both structured and unstructured questionnaires to make sure that the data is not too rigid. The data will be comprised of both primary and secondary data. Significance The research will enable organizations appreciate the significance of human resource development and the impact it has on the workforce. It will also help organizations know the steps to take in order to achieve competitive advantage.
