Tower Hamlets is a borough, based in East London, which includes most of the areas of East End and Inner London. It is called the London Borough of Tower Hamlets and is governed by the Tower Hamlets Council. The borough is situated in Middlesex, one of the historic counties in South-east England. There are some notable historical facts associated with this area since the early part of the 17th century. The population started growing in the 19th century with the development of industries, housing areas and shipping docks.

There have been several changes of the managing body of this area till Tower Hamlets Council was given the entire responsibility to handle its issues from the year 1994 (Tower Hamlets Council, 2017). Ethnic Bengalis started settling here in the year 1614 when the dock of East India Company was being constructed in the region of Blackwall (DeHanas, 2014). The initiation of the 21st century saw different minority groups accounting for a large part of the entire population of Tower Hamlets. It is considered an area in which there is a diverse cultured population living together (Tower Hamlets Council, 2017b).

The population of Tower Hamlets is has a high prevalence of individuals that are born outside the United Kingdom (Tower Hamlets Council, 2013). There is a diverse culture as the birthplace of the residents of this area is from more than 200 countries. The migrants of Bangladesh form the majority of such population and it is considered that they are the biggest migration group of the entire borough. Apart from Bangladesh, there is a healthy concentration of Indian and Chinese immigrants (Tower Hamlets Council, 2013).

The data from Tower Hamlets (2013) depict that the population of Asian communities are quite high in the Tower Hamlets Borough area.Considering the nature of housing and overcrowding in the region, it can easily be inferred that it is associated with poor health and low expectancy of life.
