The people in the third world countries are usually faced with a lot of challenges with regards to the access of quality healthcare services. As a result of this the life expectancy is low as most of the causes of death can be prevented through medical intervention. Cambodia is one of the third world countries with high death rates from lack of access to healthcare services (Men, et al, 4). It is considered as a low income country with high levels of poverty and unemployment which are important social determinants of health. Unwanted pregnancies and abortions are also high in the country with an eighth of the children dying before their fifth birthday. Maternal deaths are also high in the country and it is also the leading cause of death for the women aged 15 to 49. Appropriate prenatal and postnatal care is thus required for the purposes of reducing the maternal deaths in the country. The paper is thus a business healthcare proposal in Cambodia that will be used for developing a healthcare project. Problem statement Access to healthcare service in Cambodia is a major challenge among the people and it has resulted to a high number of deaths can could have been prevented. The project intends to improve on the access to healthcare services. Scope The project will mainly be base in the city of Phnom Pehn which is highly populated and the people in dire need of medical services. Objectives To improve on the quality of health among the people in the city. To improve the healthcare standards in the city. To enhance access to medical healthcare services. To train the medical personnel in the country. Cost The project will cost up to $ 5 million with most of the funds being sought from the donors. Methodology The information regarding healthcare services in the country will be obtained from literature review and also through the use of primary research. The project will enlist the services of the local people as well as the healthcare professionals in the country when conducting research. All the legal requirements will be met by the project and this includes compliance with the laws and regulations. The information of the patients will be treated with confidentiality as required by the medical code. Research and development will also be carried out at the facility for the purposes of ensuring that information regarding some of the diseases is obtained. Services that will be offered by the healthcare facility The project will be located in the city of Phnom Pehn as the city has a high number of people who are in due need if the healthcare services. It is also important to note that most of the departments including the headquarters of the ministry are located in the city which will make it convenient to operate. The provision of services at the city will also be made possible by the high number of medical personnel as compared to the other regions. The lifetime of the project will be 10 years after which the facility will be handed over to the local people who will continue providing services to the people in the city. During the lifetime of the project, the maternal health will form a major target as it is affecting most of the women in the country. The project will ensure that the local medical staff are trained for the purposes of equipping them with the necessary knowledge required to offer the required medical services to those in need. The staff will also be trained on how to handle the patients and offer them the services that they require. Developing the capacity of the local people will be an important aspect of the project as it will have a long term benefit to the country (Bendick, 245). A workforce of 100 local medical health staff will be recruited for the project. The human resource management department will also be established for the purposes of all the human resource issues. 80 local healthcare personnel will work on a contract basis and will be paid every moth while 20 local healthcare workers will work on a volunteer basis and will not be paid salaries but will be provided with money for their upkeep. A total of twenty healthcare professionals from the United Stares of America will also be involved in the project. The facility will occupy an area of 100 x 50 meters and it will have three storeys. One of the storeys will be used for the training of local healthcare personnel. Staff houses will also be built within the hospital compound. The healthcare facility will rely on medical supply from abroad. This is considering that the facility will mainly depend on donations. The project intends to serve thousands of local people during its lifetime as its main intention is to improve on the health of the people in the country. The training of medical personnel at the facility is one of the services that will be provided and it will be carried out in phases depending on the level of knowledge and experience of the healthcare workers. Most of the training will last from 3 to 4 months. The provision of quality healthcare services is dependant on the knowledge and experience of the medical personnel and hence the importance of carrying out the training (Van de Poel, et al. 335). The training will be carried out free of charge as the project is for the purpose of benefiting the members of the community and the country. The project will also offer outpatient and inpatient services to the people within the region. However, the inpatient services will be limited to less than 20 patients per day suffering from serious cases. The medical personnel will be required to work in shifts as the project intends to provide the healthcare services on a 24 hour basis daily. Ambulances will also be availed for the patients with serious conditions who need to be transferred to other medical facilities within the city. Minor surgery will also be performed at the facility as the project will ensure that it is well equipped with the equipment needed or performing minor surgeries. High level of expertise will be employed during the process and the surgery will only be carried by the doctors. Modern equipment will also be used for the purposes of carrying out the surgery. According to the health records, the country has a high rate of maternal deaths which are preventable (Finlayson, 13). The project will offer both the prenatal and post natal services to the women. The prenatal services will be offered three times every week while the postnatal services will depend on the needs of the mother and the child. Nurses will be trained and well equipped for the purposes of offering the prenatal and postnatal services to the women. The project will also consider the cultural issues in the country and the female nurses will mainly be involved in offering the prenatal and postnatal services to the women. The local nurses will be responsible for providing the prenatal and postnatal services after they have undergone the training. This is considering that most of the local women do not understand English and the use of native language will be required. Some of the nurses and doctors will be recruited on a volunteer basis while others will be employed. All the members of staff will however be motivated in order to ensure that they are offering high quality services. The health records also indicate that the maternal deaths in the country are preventable. A maternity wing will be set up at the facility for the purposes of ensuring tat the women are able to deliver safely. The hospital delivery is usually safe due to the presence of the medical personnel at the facility. The nurses will be trained on how to handle the women including the ethical issues. This is for the purposes of avoiding any incident of physical or verbal abuse of the women visiting the facility for delivery. This problem is usually common in most of the healthcare facilities and it discouraging the women from visiting the hospitals during delivery (Dingle, 9). Women will be mainly involved in the delivery process. This is due to the cultural issues and practices. Attracting more women to deliver at the facility will be important and hence the importance of considering all the factors that may prevent them from doing so. Guidance and counseling services will also be provide to pregnant women and women who have already given birth. This is for the purposes of avoiding abortion which is common among the women in the country. Awareness campaigns will also be part of the project and it will be carried out by the medical personnel who have undergone training at the facility. The campaigns will be aimed at reducing the maternal deaths in the country. The people suffering with long term conditions like diabetes will be offered medicine and training on how to manage their conditions. This will also include frequent check-ups and information on the right diet. This is considering that the long term conditions are difficult to manage without adequate information (Schlein, 4). High quality services will be offered by the medical personnel in order to satisfy the needs of the patients. General healthcare services will also be offered to the patients free of charge as the project is aimed at benefiting the members of the society. On the other hand, the medical laboratory of the facility will be well equipped for the purposes of ensuring that the proper diagnosis is carried out. Technological equipment will also be installed for the purposes of ensuring that the tests are carried out with a short time. Information with regards to the infectious diseases will also be provided through public campaigns and at the facility. Conclusion In conclusion, the project will be aimed at improving the quality of life among the people in Cambodia. This will be achieved through the provision of a variety of healthcare services. The success of the project will ensure that maternal deaths are reduced with the city where the facility will be located. The training and development of the skills of the medical personnel will be useful in delivering the services. It is evident that services that will be provided by the project will be useful in enabling the people in the city to access quality healthcare services. The awareness campaigns will also be useful in enabling the members of the public to understand the health issues and hence improving on their conditions.
