The need to satisfy the basic needs of the citizens has forced governments to adopt new policies regarding health care. The wealth of a nation directly relates to the health of its citizens and in the case of Cyprus, also its tourists as tourism is the major form of the industry for this country. However, tourists bring with them contagious diseases, which the Public Health Services of Cyprus wants to contain. Cyprus's government also does not want these tourists to be eating unsafe food. This practice prevents the return of future tourism.

The laws that were followed in Cyprus before joining the European Union were the Harmonised laws and “legislation regarding both the public health services and the veterinary services”. Later, when Cyprus joined the European Union, the EU regulations for food kinds of stuff, food kinds of stuff of animal origin, and the human consumable animal foodstuffs were followed. Finally, this dissertation intends to propose a set of recommendations so that the Public Health Services in Cyprus may improve.

These recommendations include of creating awareness among the public about the food regulations, training the inspectors to conduct the food checks efficiently, and implementing strict rules to serve notices so that the EU regulations are followed. This chapter introduces the concepts of the dissertation, the scenario under discussion along with the aim and objectives of the dissertation, the scope of the research work, structure and design of the dissertation. Cyprus, like so many other countries, has a goal of providing at least the basic needed of all citizens. All Cypriots have the right to create, work and live in a healthy environment.  Irrespective of the economic situation, the basic requirements of any individual are the protection of health and the ability to access Public Health Services. Many countries are progressing in their Public Health Services and Cyprus is no exception to that.
