Hazard risk is also considered as ‘safe’ in the workplace if the resulting costs are not borne by the subject causing the risk. The implication is that a person or institution will be shielded from the outcomes linked to their choices. For instance, a public health institution may invest in expensive technology in response to government requirements but fail to meet the full repayment prompting the government to intervene.

 Furthermore, when a hazard risk can be controlled to prevent it from causing harm, it is considered to be ‘safe’. For airborne hazardous risks, ventilation works well in ensuring that the contaminated air is not directed to the employees but safely removed and replaced with uncontaminated air. For instance, using a local exhaust, generated hazardous gases like acetone are captured at the generation point and removed prior to dispensation into the workplace. In this case, the process resulting in the production of hazardous gases or vapors is a ‘safe’ hazard risk.
