Legislation and Rule making The Steps in Legislation Development The development of legislation takes through several steps which must be strictly adhered to in order to achieve quality laws or policy. The first step is identification of an issue that requires legislation and an appropriate institution either inside or outside the government, but with sufficient prestige and clout which would consider legislative quality a worthy task (Amascheidt, Rooiji & Otto, 2008). In absence of such an institution, a new institution should be created to support the legislature.

The second and most important step entail enlisting of sufficient political support by focusing on a part of legislative policy which politicians consider important. At this step, it is important to consider enforceability and conformity with certain standards known to the legislators. Development of a legislature to include dental care hygienist in the Medicaid program would entail provision of information on where such legislation has impacted possibility on dental wellbeing. The next step would entail creation of tools and instruments to help officials to attain the goals set.

This should include a checklist with clear indications whether the proposed bill can be enforceable. The fourth step entails education of all potential legislators including civil servants, public health promotion policymakers and politicians.
