 Sexual Harassment Tail Hook Scandal Case Name Course Instructor Date Sexual Harassment Tail Hook Scandal Case Tailhook conventions are held annually. It is a gathering of the navy aviators Davis (2013). Sexual harassment is often reported during the conventions. Naval pilots sexually assault their counterparts in the force and other public guests. An example of such a case is that of naval pilots who are sexually molested and harassed people (Goodman, 1996). The naval pilots who were reported to have been drunk and partying behaved inappropriately. This happened at a convention in Las Vegas Hilton hotel. The number of women victimised by this horrible ordeal was eighty thee and seven men. Bulks of the victims were member of the public. This ordeal had consequences to the force and the government. There were upheavals from women movements in the force. It led to blocking of careers of particular respected personnel in the navy. It also led to suicide by the chief of naval operations (Goodman, 1996). It led to resignation by some officers in the navy. The incidence created a culture war between men and women in the force. It reflected failure in this respective government agent. The military code of ethics were violated. The aviators violated statues of respecting members of the force and the public. They failed to observe a closure that is against sexual harassment in the force. The navy also defiled the uniform code of the military. The investigative report about the scandal was delayed by the defence teams. The investigators did not take the reports by the women victims seriously. The naval officials obstructed the investigation in many ways. A thorough investigation was conducted on the case where the culprits were charged in the military justice courts and penalties were accorded to those found guilty. Ethics Perspective The naval pilots violated societal values of holding respect for all gender identities. They disrespected women by sexually harassing them. They also went against societal values of portraying good behaviour in public places. The navy is obligated to protect the society from harm. They were abusing the public they are entitled to protect. There were organizational violations by the navy. The navy failed to observe and maintain a responsible conduct in this public organisation. The navy created a negative image of the organisation to the public. This led to misinterpretation of norms and structure of the organisation. The ethical obligation of the navy is to safeguard the peace, safety and security of the public. The navy failed to observe this obligation. They harmed the public. The Las Vegas hotel was charged with the obligation of offering security to the people in the place. They failed to provide paramount security for its guests. This portrayed a weakness in the running of the hotel. The management of the hotel should discourage unsound and risky behaviour in the hotel. They however let the navy party uncontrollably, overdrink and hence misbehave. The ethical obligation of the hotel is to provide satisfaction and protection to the people who visit. The satisfaction extends to matters of security. The hotel did not provide ample security to its guests. The ethical culture of the navy is observing high levels of discipline. They however did not keep within the culture. The culture of hotels is to provide satisfaction to their clientele to hearten them to take the hotel as a favourite choice. This did not happen. Various guests were violated in the hotel. Accountability The navy is accountable to the public civilians (Terleton, 2014). They are meant to protect the public. The navy are also accountable to their senior officers to whom they report to. The superiors ensure that they act in accordance to the codes and statues of the military. They also accord them with punishment upon violation. There was minimal co-operation between the two bodies. This is because the military defence carrying out the investigation did not take the reports from the victims seriously. Some military officers obstructed the investigation and subsequent hearing of cases. The navy officers who were found guilty were held accountable through various ways. This included suspension, blocking of careers, blocking appointments, demotion and some were forced to resign from the force. The military compensated majority of the victims from the incident. The management of the hotel was accountable to the board of governors and hotel owners. They were held accountable for their inefficiency. Majority of them lost their jobs. The others were penalised through salary deductions and demotion from their posts. The source of the accountability for the military is laid down by statues and codes of conduct of the military. The hotel management accountabilities is defined by the terms of operation in running the hotel. The accountabilities are significantly important for the respective participants to observe. The exact people were held responsible for the incidence. Prevention The conventions held by the navy and pentagon is famous for hard partying, considerable much drinking and sexual immorality (McMichael, 1997). This provided a room for the incidences to take place. This environment would be solved by controlling the limit of drinking. The environment should be controlled in terms of the people attending the convention. Security should be enforced to control instances of bad behaviour and dismiss such individuals from the convention. This would aim at controlling behaviour of all people to control it from escalading to unacceptable levels. The public attending the convention will also be protected. The management of the hotel should control the environment during the convention to avert possible misconducts. The military should behave within the acceptable standards required of them. The effectiveness of the criteria would be assessed when the conventions are held. The behaviour exhibited during the convention would serve the purpose. Change in the conduction of the convention would see a success for the criteria implemented. Other approaches would include hiring and positioning additional security personnel all over the hotel during the convention. This would attract additional costs but ensures the convention is kept safe. The measures put in place would enable curb a potential problem or threat in future. Incentives and Justification The incentive by the navy community was holding the annual Tailhook convention. This is marked as an important event for the navy aviators community. The Las Vegas Hilton hotel intended to hold this big event. The Las Vegas however did not expect the members of the navy to behave in the way, the unacceptable way they did. None of the parties justified their actions. They put up defensive teams to represent them during the legal hearing of the case. Credibility of these parties were subject to certain loopholes. The navy has high numbers of cases of sexual harassment. This was indicated in the defence department report (Finney, 1992). This was a reasonable explanation of sexual harassment portrayed by the navy aviators. Conclusion The Tailhook convention has continuously recorded cases of sexual harassment by the navy aviators. Measures are required to be put in place to run this unacceptable practice. The navy should be aware of the bad picture portrayed to the public.
