The Mallinson Report has identified the need for the RICS to publish a single, comprehensive and user friendly source of standards for valuers and establish a single point of coordination in the institution’s delivery of valuation services. The Report also states that the information provided needs to be more specific so that it place more specific further education demands on valuers. Additionally, there must be additional power provided to the Institution to investigate problem cases and take disciplinary action when it becomes necessary, despite the possibility of courts exerting a restricting influence on the exercise of such powers. There is also confusion among clients and valuers on the range of valuation bases available.
(a) The RICS should prepare a single, comprehensive and user friendly manual containing valuation standards and guidance containing all relevant material, including that from the Red Book, White Book and other suitable material. The Carsberg Report also requires the RICS to work in association with the IPD to identify all relevant information about the composition and performance of major valuers and publish it in a comprehensive guide.

(b) The RICS should clearly specify mandatory, continuing education demands that must be placed on valuers, especially those taking up Red Book valuations. The comprehensive user Manual should also clarify that valuers are able to demonstrate relevant experience before accepting a valuation
(c) The RICS must make formal arrangements for coordination of current and future initiatives on valuation matters. On this basis, correlations between valuations and achieved prices can be assessed and knowledge gained integrated into the educational system. (Carsberg Report)
