Multimedia systems, or virtual reality, are valuable tools to perform comprehensive planning(Siegan, 1972).So that urban development can be oriented studies and laboratory tests of planning and information technology, with the objectives of: decentralize the city, build cities - countryside in the provinces and autonomous districts, designing roads, buildings, areas of education, health recreation, tourism and services in a rational and harmonica throughout the country, not only in urban centers, driven by economic interests(Siegan, 1972).
Digital technology for sustainable development is now an indispensable tool. Sustainable development must be guided by rational policies of decentralization and protection of the environment in the countryside and the city, across the entire country. The urban authority, either the State or municipality, must provide, plan, direct, coordinate efforts, in sum rule, in consultation with the private sector. (Smith, 1988, pp. 277)
