The key to this model as described by Smith (1988), decentralization, and balanced and rational development of all cities in harmony, avoiding excessive concentration of people in cities, the date on populated for Lima, Mexico City, Bogota (pp. 278). The key issue is the formulation and implementation of public policies on urban decentralization, by the National Government, Regional and Local. Also, management is led by the Local Government, with the participation of government and civil society.

The planner in this case does not, but proposes calls, coordinates with public and private institutions(Smith, 1988, pp. 277). The State encourages the rational development of all towns and cities. Urban development is determined by its own social, environmental, civic, cultural, and economic. Concerning urban factors (population, housing, services), it is necessary to use computer programs, called systems planning and geographical information, which guide the rational density of a city, the ability of utilities, transportation, labor.

It is currently possible with modernistic systems, help plan and simulates urban development with the development of costs and benefits, from a computer. Multimedia systems, or virtual reality, are valuable tools to perform comprehensive planning(Siegan, 1972).So that urban development can be oriented studies and laboratory tests of planning and information technology, with the objectives of: decentralize the city, build cities - countryside in the provinces and autonomous districts, designing roads, buildings, areas of education, health recreation, tourism and services in a rational and harmonica throughout the country, not only in urban centers, driven by economic interests(Siegan, 1972).

Digital technology for sustainable development is now an indispensable tool. Sustainable development must be guided by rational policies of decentralization and protection of the environment in the countryside and the city, across the entire country. The urban authority, either the State or municipality, must provide, plan, direct, coordinate efforts, in sum rule, in consultation with the private sector. (Smith, 1988, pp. 277)
